In principle, large-scale primary and secondary schools shall not be built. In terms of site selection and planning layout, the guidelines pointed out that the planning of residential areas should reasonably arrange educational facilities. In principle, the service radius of primary schools should be 500 meters and the walking time should not exceed 10 minutes, and the service radius of junior middle schools and nine-year schools should be 1000 meters and the walking time should not exceed 15 minutes, so as to facilitate students to enter school nearby; There should be good traffic conditions around the school. The planning and layout should be coordinated with the distribution of students and the surrounding traffic to avoid students crossing high-speed roads and railways. Appropriate safety facilities shall be set up on the urban trunk road adjacent to the school to ensure the safe crossing of students. In order to scientifically solve the shortage of academic degrees in primary and secondary schools, the guidelines specify that the number of academic degrees per 1000 people in primary schools, junior middle schools and ordinary high schools should be no less than 80, 40 and 25, and accurately calculate the academic degree demand of each school section in the region by integrating the urbanization process, permanent population scale, population change trend and other factors. For areas with industrial agglomeration, rapid population growth and continuous shortage of degree supply and demand, the degree allocation proportion should be adjusted upward according to the regional population and degree supply and demand.
