Improving the birth registration system is the internal requirement of implementing the three child birth policy and supporting measures. Recently, the National Health Commission issued the guidance on improving the birth registration system (hereinafter referred to as the guidance), which makes detailed arrangements on streamlining registration items, optimizing relevant services and strengthening population monitoring, so as to ensure the optimization of birth policies, promote the improvement of family development capacity and promote the long-term balanced development of the population. In terms of streamlining registration items, the guiding opinions specify that couples who have children should implement birth registration. Simplify the materials required for processing, and no longer require the applicant to provide materials for the information that can be obtained through the population health-related information system. If the information cannot be obtained temporarily, the commitment system can be implemented. We will fully implement online registration and promote electronic registration. All localities should generally realize that birth registration can be handled through online service hall, mobile client and other information platforms. Strengthen the sharing of birth population information, open up the business chain and data sharing blocking points, realize "more data running, less people running errands", and promote online, handheld and one-time operation. At the same time, highlight the optimization of services. The guidance requires all localities to give full play to the information guidance role of birth registration, dynamically grasp the people's fertility status and service needs, and timely provide fertility consultation and guidance, maternal and child health and other related services. In accordance with the principle of simplifying administration and facilitating the people, it is proposed to promote the decoupling of relevant matters from birth registration, and vigorously promote the joint handling of "one thing at birth" such as birth medical certificate, child vaccination, household registration, medical insurance and social security card application. In addition, population monitoring should be strengthened. Take birth registration and birth information statistics as an important way of birth population monitoring, promote and improve the population monitoring system covering the whole population and the whole life cycle, and closely monitor the fertility situation and population change trend.
