However, it should be noted that no matter how good the original intention and purpose, civilization and scale should be paid attention to in the process of implementation and operation, especially people's relevant rights should not be roughly restricted. In recent years, the way of burning coal and firewood for heating in winter in northern China has indeed affected air quality and even led to serious air pollution. According to the regulations, the burning of straw and fallen leaves in the open air, the emission of oil fume from the catering service industry and the barbecue of food in the open air belong to the acts regulated by the air pollution prevention and control law, while the individual residents' burning firewood for heating and cooking are not regulated by law. According to the principles of "no authorization by the public power law" and "no prohibition by the civil rights law", the relevant departments should not "seal the stove and pick the Kang" in a brutal way, which will affect the basic life of ordinary people. In particular, for the elderly and economically disadvantaged low-income groups, the cost of using clean energy is higher than that of burning coal and firewood.
