According to the principles of "no authorization by the public power law" and "no prohibition by the civil rights law", the relevant departments should not "seal the stove and pick the Kang" in a brutal way, which will affect the basic life of ordinary people. In particular, for the elderly and economically disadvantaged low-income groups, the cost of using clean energy is higher than that of burning coal and firewood. Relevant departments should not act too hastily in the implementation of environmental protection, but should adjust measures to local conditions and respect the lifestyle of ordinary residents.
