Therefore, when carrying out the talent plan of basic disciplines, the state mainly relies on Colleges and universities, especially the "double first-class" colleges and universities with strong basic discipline strength and relatively loose academic environment. "Double first-class" colleges and universities should shoulder the important task of training the main force of basic research talents and do a good job in all links. The training objectives must highlight national interests. The starting point of training basic research talents is to solve the talent gap of national scientific and technological innovation. It is a plan based on national interests and social benefits.
