Liang Zhenying pointed out that the significance of RCEP to Hong Kong lies not in whether Hong Kong itself is a producer or a consumer, but in its close ties with the mainland, because the mainland has a strong production and assembly capacity and a huge consumer market. Hong Kong should be more proactive in seizing opportunities and turning the potential opportunities brought by RCEP and Dawan District into a driving force for economic development and social progress. Zhou Shuchun, President and editor in chief of China Daily, said in his video speech that RCEP is a win-win proposal that benefits all kinds of economies, regardless of their size and level of economic development. Developing members can improve production standards and income levels with the help of continuous inflow of investment, so as to enhance the value chain; Developed members can reduce management costs by establishing production bases in ASEAN countries and cater to the local market. Zheng Li Jinfen, Deputy Secretary General of the Hong Kong re start alliance, said that the Great Bay area of Guangdong, Hong Kong and Macao is a powerful engine of economic growth, RCEP is the largest single free trade agreement in the world, and the combined development of the two is the key. RCEP has promoted regional market integration among 15 Asian economies and markets. At the same time, Dawan district has also promoted the integrated development of 11 key cities and become the most dynamic Bay Area in South China.
