After listening, Ms. Zhang thought she was just a simple operation and had a "Commission" to earn, so she promised. Soon after, the police came to the door to inform him that the QR code involved a fraud case and had been deactivated. A debit code, seemingly ordinary behavior, inadvertently pushes itself into the legal forbidden zone; A borrowed collection code eventually became a money laundering tool for criminals. All along, the central bank has attached great importance to the risk prevention related to the payment acceptance terminal, and successively issued a series of systems such as bank card acquiring business, acceptance terminal security and bar code payment business, which has played a positive role in maintaining the order of the acquiring market and protecting the public information and capital security. However, the payment acceptance terminal and related business management will also face some new problems and challenges. In order to effectively improve the risk management level of payment acceptance terminals and related businesses, effectively cut off the "capital chain" of cross-border gambling and other crimes, and protect the interests of the public, on October 13 this year, the central bank issued the notice of the people's Bank of China on strengthening the management of payment acceptance terminals and related businesses (hereinafter referred to as the notice, commonly known as the "new regulations on payment by collection code"), A series of management requirements for receipt bar code payment are put forward, and the notice will go into effect as of March 1, 2022. However, the notice issued more than a month ago has been caught up more than a month after the "Misreading" of the barcode payment in the market. "Since March 1st next year, the personal receipts of WeChat and Alipay can not be used for operating receipts", which has aroused widespread concern in the market. Although it has caused controversy in a short time, this process has also enabled those who do not know the truth to have a more comprehensive and profound understanding of the contents, rules and intentions of the notice. It is also a process from "Misreading" to "positive reading". Collection codes are divided into personal collection codes and business collection codes. The notice clearly states that "for individual collection barcode users with obvious business characteristics, refer to the management of special merchants, and require such individual users to provide Merchant Collection barcodes to improve the quality of acquiring services for individual operators". In short, your pancake stall downstairs belongs to business behavior. If the personal collection code is currently used, it needs to be converted to business collection code from March 1 next year; If your neighbor buys a pancake for you and he is not involved in business behavior, you can still scan the other party's payment code to pay for the pancake without being affected. However, in real life, there are indeed some organizations that confuse the nature of production, operation and living consumption transactions in the process of using personal collection codes, resulting in the distortion of transaction information and affecting the effect of enabling and adding value to business activities with the help of payment services. Of course, we can't guess which users belong to business behavior. It is reported that the China payment and clearing association is studying and formulating relevant standards to define which users are "with obvious business characteristics". In addition, the notice also clearly requires that personal static collection barcodes are prohibited from being used for remote non face-to-face collection in principle, and it is necessary to implement white list management to prevent personal static collection barcodes from being sold, rented and lent to build online recharge channels for gambling activities. Imagine that if Ms. Zhang can see the notice, perhaps she can firmly refuse the request of criminals and will not become a "pawn" of Mafia gangs in the end. People first and protecting the legitimate rights and interests of market subjects have always been the starting point for regulatory authorities to formulate policies. Therefore, the relevant requirements of the central bank for strengthening payment acceptance terminals are precisely to strengthen industry management, plug loopholes, cut off illegal chains, better ensure the capital safety of individual merchants and keep people's "money bags".
