Dear Prime Minister Ma Ming, Dear colleagues It gives me great pleasure to attend the 20th meeting of the Council of prime ministers of SCO member states by video. Thank the government of Kazakhstan for its work in organizing this meeting. In the 20 years since its establishment, SCO has upheld and carried forward the "Shanghai spirit" and effectively promoted regional security and stability and the common development of Member States. At present, novel coronavirus pneumonia continues to evolve in complex and profound ways. The world economy is recovering from a tortuous recovery. The south south "development gap" is widening, and the sustainable development of all countries is facing serious challenges. *** China is willing to work with Member States to enhance political mutual trust, deepen practical cooperation and jointly play a role in promoting regional prosperity and stability. I would like to make a few suggestions: First, build a strong security barrier and maintain long-term stability in the region. At present, countries in the region are facing multiple challenges such as solving hot issues, dealing with the confluence of terrorism and drugs, and maintaining network security. We should consolidate the foundation for law enforcement and security cooperation, work together to prevent security spillovers, implement the cooperation outline against the "three forces" and the anti extremism convention, and strengthen cooperation in counter-terrorism, drug control, information security and other fields. Second, work together to prevent and control the epidemic and strengthen public health governance. The epidemic situation in this region is still grim, and there is a long way to go to ensure people's life safety and health. We should make good use of the organization's notification system of major infectious diseases, strengthen cooperation in vaccine and drug research and development, improve the joint prevention and control mechanism of epidemic situations, strengthen the exchange of prevention and control policies and technologies, explore new modes of cooperation in digital medicine, telemedicine, basic health services and personnel training, and improve the response level of public health crises. China is willing to continue to carry out vaccine cooperation with SCO countries through donation, export and joint production, so as to promote the accessibility and affordability of vaccines in regional countries. China has always taken an open and transparent attitude to participate in international cooperation in virus traceability, and called on the international community to eliminate interference and create a good environment for scientific traceability. We are willing to promote the establishment of more overseas Chinese medicine centers in SCO countries and let traditional medicine play a greater role in improving the health and well-being of people in all countries. Third, adhere to openness and win-win results and help countries' economic recovery. Deepening regional economic integration is the common choice of SCO countries. We should maintain the multilateral trading system with the World Trade Organization as the core, adhere to the orientation of openness, constantly improve the trade and investment environment, take more facilitation measures, and improve the scale and quality of trade. Strengthen the coordination of energy policies of various countries, ensure the stable operation of major energy cooperation projects, improve the development and utilization level of renewable energy, and ensure the safe and stable supply of regional energy. Strengthen innovation driven, grasp the new development trends of big data, information and communication and artificial intelligence, create new highlights of cross-border e-commerce, overseas warehouse and other cooperation, and accumulate energy to promote regional economic recovery and growth. We are pleased to see that the total trade volume between China and SCO countries in the first nine months of this year reached US $395 billion, an increase of nearly 40% year-on-year. China is willing to continue to use platforms such as the China SCO local economic and Trade Cooperation Demonstration Zone to expand international logistics, modern trade and two-way investment cooperation with all parties, expand the import of high-quality agricultural products and other marketable products from SCO countries, and promote the dynamic balance and sustainability of mutual trade. Strengthen multilateral e-commerce policy exchange, experience sharing and industrial docking by holding "cloud lecture hall" and other ways to improve the development level of regional e-commerce. Fourth, promote connectivity and smooth regional economic cycle. Connectivity is the key driving force for development and revitalization. We should give full play to the regional advantages of Member States, promote the construction of transportation, energy and communication networks, and promote the quality and upgrading of regional connectivity cooperation. We will implement the international road transport facilitation agreement between the governments of SCO member states, accelerate the construction of an international multimodal transport logistics center, give better play to the role of the existing "fast channel" and "green channel", and ensure the stability and smoothness of the regional logistics supply chain. Open up diversified financing channels, continue to explore feasible schemes for the establishment of SCO Development Bank, expand the share of local currency settlement among Member States, and build strong financial support for facility Unicom. China welcomes one belt, one road to the development of the global and regional development strategies, and the establishment of a global partnership. We are willing to work with all parties to further play the role of China EU train and realize the normal operation of China Tajikistan Uzbekistan highway as soon as possible. China is initiating the implementation of the UnionPay phase II special loan within the framework of the SCO and is willing to work closely with all parties to promote regional practical cooperation for stability and good. Fifth, focus on people's well-being and promote green and sustainable development. We should focus on the needs of people's livelihood, steadily and orderly resume personnel exchanges according to the epidemic situation, strengthen cooperation in poverty alleviation, human resources, youth entrepreneurship, disaster prevention and mitigation, cultivate new growth points such as cultural creativity and smart tourism, and make the results of cooperation benefit more people. We will deepen cooperation in the fields of environmental protection, climate change, ecological diversity protection and low-carbon economy, implement the concept of SCO environmental protection cooperation and the outline of the "green belt", give play to the role of the organization's environmental protection information sharing platform, and strive to achieve coordinated promotion and mutual promotion between economic development and green transformation. China proposes to establish the organization's multilateral collaborative emergency information sharing system, establish a medical, legal and Agricultural University Alliance on a voluntary basis, and constantly expand the breadth and depth of sustainable development cooperation.  Dear Colleagues, "Those who do things often become, and those who do things often come.".
