Li Keqiang put forward five suggestions: First, build a strong security barrier and maintain long-term stability in the region. We will consolidate the foundation for law enforcement and security cooperation, implement legal documents such as the outline for cooperation in combating the "three forces", and strengthen cooperation in counter-terrorism, drug control, information security and other fields. Second, work together to prevent and control the epidemic and strengthen public health governance. We will make good use of the organization's notification system for major infectious diseases, strengthen cooperation in vaccine and drug research and development, and improve the level of public health crisis response. Third, adhere to openness and win-win results and help countries' economic recovery. Adhere to the orientation of opening up, constantly improve the trade and investment environment, and improve the scale and quality of trade. Strengthen energy policy coordination to ensure regional energy security and stable supply. China is willing to expand imports of high-quality agricultural products from SCO countries and promote trade balance and sustainability. Fourth, promote connectivity and smooth regional economic cycle. Give play to the regional advantages of Member States and promote the construction of transportation, energy and communication networks. We will give better play to the role of the existing "fast track" and "green channel" and promote regional practical cooperation to be stable and good. Fifth, focus on people's well-being and promote green and sustainable development. According to the epidemic situation, personnel exchanges were resumed in a stable and orderly manner. We will deepen cooperation in environmental protection, addressing climate change and low-carbon economy, and strengthen people to people and cultural exchanges. China proposes to establish a multilateral cooperative emergency information sharing system of the SCO, and establish an alliance of medical, legal and agricultural universities on a voluntary basis, so as to continuously expand the breadth and depth of sustainable development cooperation. Li Keqiang said that China will host the 21st Meeting of the Council of heads of government (prime ministers) of SCO member states next year and looks forward to working with all parties to turn more cooperation consensus into fruitful cooperation results and better benefit the people of the region and all countries in the world. All participants spoke positively of the cooperation achievements made by the SCO in the fields of security, economy, trade and humanities since its establishment 20 years ago, and said that the SCO has become an important platform for regional and international cooperation. Under the current situation, all parties should strengthen cooperation in vaccine and drug research and development, tap the potential for cooperation in economy and trade, production capacity, agriculture, connectivity, infrastructure construction and other fields, expand people to people and cultural exchanges, and inject strong impetus into the economic recovery and development of Member States. Li Keqiang signed and issued a joint communique with the leaders of the participating member states and approved a number of cooperation documents and resolutions in the economic, trade and other fields of the SCO.
