The meeting required that in the face of the new downward pressure on the economy, we should strengthen cross cycle regulation, continue to do a good job in local government debt management, prevent and resolve risks, coordinate the connection of special debt management policies this year and next, give better play to the role of special debt funds in driving social funds, and expand effective investment, so as to expand domestic demand and promote consumption. First, accelerate the issuance of the remaining quota this year, do a good job in fund allocation and expenditure management, and strive to form more physical workload at the beginning of next year. Second, sort out the special debt projects and capital needs next year in accordance with the requirements of "funds follow the project". Provincial governments should strengthen overall planning, strengthen the preliminary work and reserves of projects in line with the needs of economic and social development, and timely promote the commencement of mature projects. Third, taking into account the actual situation of all localities and the requirements for promoting coordinated regional development, reasonably put forward the quota and distribution plan of special bonds for next year, strengthen the construction of key areas, do not "sprinkle pepper", and study the issue of some quotas in advance according to laws and regulations and procedures. Fourth, the use of funds should pay attention to actual results, strengthen the audit and supervision of investment, and prohibit funds from being used for buildings, museums, image projects and unnecessary lighting and beautification projects. We will resolutely stop the misappropriation, illegal appropriation and long-term idleness of funds. The meeting stressed the need to strengthen the audit supervision and comprehensive verification of special debt funds, seriously rectify and hold accountable for problems found, and implement measures such as recovering idle funds, deducting new quotas and notifying negative examples. The meeting pointed out that promoting the direct settlement of medical expenses of basic medical insurance in different provinces is an important reform measure to improve the medical insurance system and solve the outstanding concerns of the people. Especially in the case of normalized epidemic prevention and control, it facilitates cross provincial and remote work, medical treatment and expense reimbursement for residents.
