Promote the development of new energy industry and create a new model of green development

Core view: Nie Yang, columnist of China Economic Net, believes that the central government's policy of focusing on supporting the development of new energy industry is clear, systematic and clear, which is a major opportunity for the development of China's new energy industry. At the same time, it can also promote the transformation and upgrading of industrial structure in underdeveloped areas with rich new energy. In the past, it was said that "relying on mountains and water", and a new model of "relying on new energy to eat new energy" may be formed in the future. Achieving carbon peak and carbon neutralization is not only a solemn commitment made by China to the world, but also an inevitable requirement for China to develop a low-carbon economy. Recently, the CPC Central Committee, the State Council and relevant ministries and commissions have successively issued a series of policies and measures, proposed to support qualified places to vigorously develop new energy, establish a green and low-carbon circular development economic system, and stressed the need to continue to promote the adjustment of industrial structure and energy structure, and vigorously develop renewable energy. The 14th five year plan and the long-term goal outline for 2035 also clearly put forward: support qualified local governments, key industries and key enterprises to take the lead in reaching the peak of carbon emission. We will promote clean, low-carbon, safe and efficient use of energy, and further promote low-carbon transformation in industry, construction, transportation and other fields. It can be seen that the central government's policy of focusing on supporting the development of new energy industry is clear, systematic and clear, which is a major opportunity for the development of China's new energy industry. At the same time, it can also promote the transformation and upgrading of industrial structure in underdeveloped areas with rich new energy. In the past, it was said that "relying on mountains and water", and a new model of "relying on new energy to eat new energy" may be formed in the future. At present, new energy has become a new hot spot in industrial development. Many places have formulated relevant industrial plans and planned to build low-carbon industrial parks. For example, Jilin proposes to build the "land scenery Three Gorges" project, Hubei Wuhan proposes to set up the green development fund of the Yangtze River economic belt, establish the Yangtze River International Low-carbon Industrial Park, and so on. However, on the whole, the development of new energy industry still faces some problems. Mainly reflected in: first, it is difficult to "consume". Areas rich in new energy are mainly distributed in underdeveloped areas such as northeast and northwest. Local industrial demand is often difficult to consume and absorb huge energy supply, and most of the power needs to be sent to other areas. Second, it is difficult to access and send out. All localities need to upgrade the original power grid and carry out supporting power grid construction. Third, the energy supply is unstable. Wind energy and solar energy are greatly affected by the weather. Although they are abundant in general, they may be more or less on a certain day, and the power generation is not easy to control. Despite the problems in all aspects, the development prospect of new energy industry is still good under the background of accelerating the transformation of China's economic structure to green and low-carbon. In the past, due to the lack of policy constraints or the impact of fiscal revenue, employment and other factors, the "high energy consumption and high emission" projects blindly launched in some places were difficult to shut down quickly or force transformation. However, this situation is changing. Under the hard constraints of the "double carbon and double control" policy, the energy field will usher in a new round of revolution. The energy revolution will bring about an industrial revolution. The new energy industry will become one of the key industries to promote local economic development. To accelerate the development of new energy industry and advocate green development, first, we should support and guide a number of major projects to settle in areas rich in new energy and strive for local consumption. Focusing on wind power, energy storage, hydrogen energy and power batteries, a number of leading enterprises with core technologies are encouraged to layout areas rich in new energy and form new energy industrial clusters. Second, we should upgrade and transform the power grid equipment, form the backbone grid of the national UHV power grid, provide more perfect supporting facilities for the export of new energy power generation, and promote the optimal allocation of wind power, hydropower, optoelectronics, etc. throughout the country. Third, we should vigorously develop green credit, green bonds and green funds. The development of low-carbon economy is inseparable from new energy, and the development of new energy is also inseparable from the support of green finance. Fourth, accelerate the expansion and layout of carbon emission exchanges. The existing pilot carbon emission exchanges in seven provinces and cities are basically distributed in economically developed areas. In the next step, we can consider establishing regional carbon emission exchanges in Northeast and northwest regions rich in new energy on the basis of the pilot, so as to promote the transformation of new energy advantages in these regions into local economic development advantages.
