Despite the problems in all aspects, the development prospect of new energy industry is still good under the background of accelerating the transformation of China's economic structure to green and low-carbon. In the past, due to the lack of policy constraints or the impact of fiscal revenue, employment and other factors, the "high energy consumption and high emission" projects blindly launched in some places were difficult to shut down quickly or force transformation. However, this situation is changing. Under the hard constraints of the "double carbon and double control" policy, the energy field will usher in a new round of revolution. The energy revolution will bring about an industrial revolution. The new energy industry will become one of the key industries to promote local economic development. To accelerate the development of new energy industry and advocate green development, first, we should support and guide a number of major projects to settle in areas rich in new energy and strive for local consumption. Focusing on wind power, energy storage, hydrogen energy and power batteries, a number of leading enterprises with core technologies are encouraged to layout areas rich in new energy and form new energy industrial clusters. The existing pilot carbon emission exchanges in seven provinces and cities are basically distributed in economically developed areas.
