2021-11-19

On November 18, State Councilor and foreign minister Wang Yi had a telephone conversation with Japan's new foreign minister Lin Fang. Wang Yi expressed that since Prime Minister Kishida took office, leaders of China and Japan have carried out positive interaction. *** The two sides should make plans to this end and take the 50th anniversary of the normalization of China Japan diplomatic relations next year as an opportunity to promote the stable and long-term development of bilateral relations along the right track. Wang Yi pointed out that the Communist Party of China has just successfully held the Sixth Plenary Session of the 19th CPC Central Committee, emphasizing that the Communist Party of China has always been concerned about the future and destiny of mankind from a world perspective, standing on the right side of history and on the side of human progress. As important countries in the region and the world's second and third largest economies, China and Japan should jointly comply with the general trend of the times, grasp the correct direction of bilateral relations, better benefit the two peoples and inject more positive energy into Asia and the world. It is hoped that Japan will abide by the principles established in the four political documents of China and Japan, treat China's development objectively and rationally, and reflect the political consensus of the two countries that "they are partners and do not pose a threat to each other" into policies and actions. We will ensure that we will not waver, regress or cross the line on major issues related to the political foundation of bilateral relations and the basic faith of both sides, such as history and Taiwan. Wang Yi said that the two sides should strive to achieve a higher level of complementary advantages, mutual benefit and win-win results, jointly maintain a stable, fair and open trade and investment environment in the global industrial chain and supply chain, and boost the high-quality development and improvement of people's livelihood of the two countries. The two sides should give full play to their unique advantages of close geographical and cultural ties, and take the Beijing Winter Olympic Games and the "year for the promotion of cultural and sports exchanges between China and Japan" this year and next as an opportunity to create a positive public opinion and social atmosphere. As important countries in the region, China and Japan should be aware of their international responsibilities, jointly practice real multilateralism and resist any attempt to engage in separatist confrontation or even the new cold war. In January next year, the regional comprehensive economic partnership agreement will officially enter into force, and China and Japan will reach a bilateral tariff concession arrangement for the first time. The two sides should work together to lead and promote the process of regional cooperation and integration in Asia. Wang Yi pointed out that Japan and the United States are allies and China and Japan are neighbors that cannot be moved away. China and the United States are communicating on strategic issues related to the future of the two countries. It is hoped that Japan can also grasp the general trend, focus on its own and regional common interests, and properly handle relations with China and the United States. Lin Fangzheng said that at present, the international community is in a period of major changes, the importance of Asia is increasing, China's development is changing with each passing day, and the international community pays more attention to and looks forward to Japan China relations. Japan is willing to work with China to take the 50th anniversary of the normalization of diplomatic relations between the two countries next year as an opportunity to strengthen dialogue and exchanges, deepen mutually beneficial cooperation, enhance national exchanges, properly manage and control differences, take responsibility for addressing global challenges, implement the consensus of "no threat to each other" and promote the construction of stable and constructive Japan China relations. Wang Yi expounded China's principled position on Diaoyu Islands, Hong Kong, Xinjiang and the South China Sea. The two sides also exchanged views on international and regional issues of common concern. (outlook new era)
