First, we should build a unified national e-government network system, promote the integration of various local and departmental e-government private networks into a unified e-government network, break the information island, and realize the connection and information sharing. Second, we should enrich the functions of the national integrated government service platform, build a unified e-license database, promote the application of e-contracts and seals, provide more convenient public services in social security, medical treatment, education and employment, and realize the one network and inter provincial handling of more matters. Third, we should improve the national population, legal persons, natural resources, economic data and other basic information databases, and improve the development and utilization capacity of data resources. Deepen the application of digital technology in the emergency response of major emergencies such as public health, natural disasters and accident disasters. Fourth, we should promote the opening of government data to the public according to the rules of government openness, and give priority to the opening of enterprise registration and supervision, health, education, transportation, meteorology and other data. The meeting pointed out that China's energy resource endowment is dominated by coal, so we should focus on improving the clean and efficient utilization level of coal and accelerate the promotion of the commercial application of mature technologies. The meeting decided to set up another 200 billion yuan of special refinancing to support the clean and efficient utilization of coal based on the establishment of financial support tools for carbon emission reduction in the early stage, so as to form a policy scale and promote green and low-carbon development. The 200 billion yuan special refinancing set up this time, in accordance with the focus, more operable requirements and market-oriented principles, specifically supports safe and efficient green and intelligent coal mining, clean and efficient coal processing, clean and efficient utilization of coal electricity, industrial clean combustion and clean heating, civil clean heating, comprehensive utilization of coal resources and vigorously promote the development and utilization of coalbed methane. Specifically, national banks independently issue preferential loans to projects that meet the standards within the scope of support. The interest rate is roughly the same as the market quotation interest rate of loans of the same period and grade. The people's Bank of China can provide refinancing support in the same amount as the loan principal. At the same time, the meeting called for an overall study of measures such as reasonably reducing the proportion of project capital, appropriate tax incentives, strengthening the support of government special debt funds, accelerating depreciation, and increasing support for clean and efficient coal utilization projects.
