Glasgow joint declaration of China and the United States on strengthening climate action in the 1920s

On November 10, China and the United States issued the Glasgow Joint Declaration on strengthening climate action in the 1920s during the United Nations climate change Glasgow conference. The full text is as follows: 1、 China and the United States review the Sino US joint statement on addressing the climate crisis issued on April 17, 2021. The two countries are committed to the effective implementation of the statement and appreciate the in-depth work and the significance of continuous discussion so far. 2、 China and the United States have further recognized the seriousness and urgency of the climate crisis under the warnings of the sixth assessment report of the Intergovernmental Panel on climate change and the report of working group I issued on August 9, 2021. The two countries pledged to respond to the climate crisis by taking accelerated action in the key decade of the 1920s and cooperating in multilateral processes, including the United Nations Framework Convention on climate change, in order to avoid catastrophic effects. 3、 China and the United States recalled their commitment to work together with other parties to strengthen the implementation of the Paris Agreement. At the same time, they recalled that the purpose of the Paris Agreement is to control the global average temperature rise below 2 ℃ in accordance with Article 2 of the agreement and strive to limit it to 1.5 ℃. To this end, the two sides commit to make efforts, including taking intensified climate action in the 1920s under the framework of the Paris Agreement, so that the above temperature rise limit objectives can be achieved, and cooperate to identify and respond to relevant challenges and opportunities. 4、 Toward the future, China and the United States welcome the major efforts made worldwide to deal with the climate crisis. However, it is also recognized that there is still a significant gap between these efforts and their overall effectiveness and the efforts required to achieve the objectives of the Paris Agreement. The two sides stressed that it is very important to bridge this gap as soon as possible, especially through upgrading efforts. In this decisive decade, the two countries announced plans to strengthen and accelerate climate action and cooperation aimed at narrowing the gap, including accelerating green and low-carbon transformation and climate technology innovation, respectively, hand in hand and together with other countries according to different national conditions. 5、 The two sides plan to seize this critical moment and devote themselves to expanding their respective and joint efforts to accelerate the transformation to a global net zero economy. 6、 The two sides recalled that the two countries plan to continue to discuss specific emission reduction actions in the 1920s before and after the 26th conference of the parties to the United Nations Framework Convention on climate change, so as to ensure that the temperature rise limit target consistent with the Paris agreement can be achieved. Adhering to this clear purpose, it is expected that specific forms of cooperation, including the formulation of specific objectives, indicators, policies and measures, will significantly promote emission reduction. The two sides plan to carry out the following actions and cooperation. 7、 The two sides plan to cooperate in the following aspects: (1) The regulatory framework and environmental standards related to reducing greenhouse gas emissions in the 1920s; (2) Maximize the social benefits of clean energy transformation; (3) Encouraging policies to promote decarbonization and electrification of end-user industries; (4) Key areas related to circular economy, such as green design and renewable resource utilization; (5) Deploy and apply technologies such as carbon capture, utilization, storage and direct air capture. 8、 In particular, the two countries recognize the significant impact of methane emissions on warming, and believe that increasing action to control and reduce methane emissions is a necessary matter in the 1920s. To this end: (1) The two countries plan to cooperate to strengthen the measurement of methane emissions; Exchange information on their respective policies and plans to strengthen methane control; And promote joint research on methane emission reduction challenges and solutions. (2) The United States has announced its methane emission reduction action plan. (3) Taking into account the above cooperation, the two sides will take the following actions before the 27th conference of the parties to the United Nations Framework Convention on climate change, as appropriate: 1. The two sides plan to formulate additional measures to strengthen methane emission control at the national and sub national levels. 2. China plans to formulate a comprehensive and vigorous national action plan for methane in addition to its recent national independent contributions, so as to achieve remarkable results in controlling and reducing methane emissions in the 1920s. (4) China and the United States plan to hold a joint meeting in the first half of 2022 to focus on strengthening Methane Measurement and emission reduction, including reducing methane emissions from fossil energy and waste industries through standards, and reducing agricultural methane emissions through incentives and projects. 9、 To reduce carbon dioxide emissions: (1) The two countries plan to cooperate in the following areas: 1. Support the effective integration of policies with high proportion, low cost and intermittent renewable energy; 2. Encourage transmission policies that effectively balance power supply and demand across a wide area; 3. Encourage distributed generation policies that integrate solar energy, energy storage and other clean energy solutions closer to the end of power use; 4. Energy efficiency policies and standards to reduce power waste. (2) The United States has set the goal of achieving 100% zero carbon pollution power by 2035. (3) China will gradually reduce coal consumption during the Tenth Five Year Plan period and do its best to speed up this work. 10、 The two countries recognized that eliminating global illegal deforestation would contribute to the achievement of the Paris goals and welcomed the Glasgow leaders' Declaration on forests and land use. The two sides plan to jointly support the elimination of global illegal deforestation through the effective implementation of their respective laws prohibiting illegal imports. 11、 The two sides recalled their respective commitments to terminate international coal power support without installation of emission reduction facilities. 12、 With regard to the twenty Sixth Conference of the parties to the United Nations Framework Convention on climate change, the two countries support strong, balanced and inclusive results in mitigation, adaptation and support, and must send a clear signal that the parties to the Paris Agreement: (1) We are committed to addressing the climate crisis by strengthening the implementation of the Paris Agreement, reflecting the principle of common but differentiated responsibilities and respective capabilities, and taking into account different national conditions. (2) Recalling that the purpose of the Paris Agreement is to control the global average temperature rise below 2 ℃ and strive to limit it to 1.5 ℃, and committing to make efforts, including taking strong actions in this key decade, so that the above temperature limit objectives can be achieved, including informing or updating the national independent contribution and long-term strategy in 2030 when necessary. (3) Recognize the importance of adaptation in addressing the climate crisis, including further discussion on the global adaptation goals and promoting their effective implementation, as well as expanding financial and capacity-building support for adaptation actions in developing countries. (4) Determined to ensure that their collective and respective efforts are informed by, inter Alia, the best available science. 13、 The two countries attach importance to the goal of collectively mobilizing US $100 billion a year by 2020 and until 2025 within the framework of meaningful mitigation actions and implementation transparency promised by developed countries to respond to the needs of developing countries, and emphasize the importance of fulfilling the goal as soon as possible. 14、 The two countries will cooperate at the 26th conference of the parties to the United Nations Framework Convention on climate change to complete the implementation rules of articles 6 and 13 of the Paris Agreement, as well as the common time frame for national independent contributions. 15、 The two countries plan to report the national independent contribution in 2035 in 2025. 16、 The two sides plan to establish the "enhanced Climate Action Working Group in the 1920s", which will hold regular meetings to deal with the climate crisis and promote the multilateral process, focusing on strengthening concrete actions in this decade. This may include continuing policy and technical exchanges, identifying plans and projects in areas of interest to both sides, holding intergovernmental and non-governmental expert meetings, promoting the participation of local governments, enterprises, think tanks, scholars and other experts, exchanging the latest progress of their national efforts, considering the needs for additional efforts, and assessing the implementation of the joint declaration and this joint declaration.
