In 2020, 28.539 billion yuan of premium subsidy funds will be allocated to promote China to become the country with the largest scale of agricultural insurance premiums in the world, realizing a premium income of 81.5 billion yuan, providing risk protection of 4.13 trillion yuan for 189 million secondary farmers, and the effect of the guidance and use of Central financial subsidy funds will be enlarged by nearly 145 times. In June 2021, full cost insurance and planting income insurance will be carried out for the three major grain crops of rice, wheat and corn. On the basis of early pilot, it will be gradually expanded to cover all major grain producing counties in 13 major grain producing provinces, and provide insurance coverage covering the total cost of agricultural production or planting income. In 2021, a total of 14.869 billion yuan of premium subsidy funds for three major grain crops were arranged, accounting for 44.6% of the total premium subsidy funds this year. —— Implement the reward and subsidy policy to create a "booster" of characteristic agriculture. At present, the Ministry of finance has implemented the central government's policy of substituting awards for subsidies for local advantageous and characteristic agricultural products insurance in 20 provinces, and supported local governments to independently select no more than three characteristic insurance types to apply for central government awards and subsidies. In order to further improve the use efficiency of financial funds, the Ministry of Finance issued a notice this year, requiring local financial departments to complete the audit and fund allocation within one quarter, and keep the policy level data of corresponding businesses for at least 10 years. Relevant policy level data shall be verifiable, traceable and accountable. At the same time, local regulatory bureaus are required to conduct random inspection on the submission and storage of policy level data during daily supervision and audit of agricultural insurance premium subsidy funds, so as to strengthen supervision.
