Recently, I was invited to share urban development and community governance with grass-roots civil servants in a city in the south. In the process of preparing materials, I noticed the newly formulated development goals and basic strategies of the five districts of the city, and found that the expressions of "benchmark", "model", "model", "headquarters economy", "new highland of modern industry" and "leader" have a very high frequency. I deeply admire the ambition and responsibility of the local government. The global economy is generally depressed at the time of the epidemic. How to turn danger into opportunity, move forward bravely in adversity, and take the lead in development is a top priority for local officials day and night. At the same time, I also have some concerns: if each district engages in headquarters economy, intelligent manufacturing and modern service industry, there may be internal friction in the process of competing for the landing of large projects. From the perspective of city level, we want everything, strive for everything, and focus on everything. Objectively, it disperses all kinds of development resources, which means that there is no focus, which is unfavorable to urban and regional development in the long run. I don't know what high-quality development is and whether high-quality development must have all the characteristics of high-tech industry, intelligent production mode, large comprehensive output value, more overall taxes and fast development speed. The development foundation, resource endowment and supporting conditions of each place are different. High-end industries have their specific environmental requirements. Not every place is suitable for high-end industries. Some people have the thinking of "getting on the horse with conditions and creating conditions without conditions", which is contrary to the law of industrial and regional development. It is adventurism and divorced from reality to some extent. Relatively speaking, it is wise to choose industries suitable for the region's own development stage and development foundation. The industrial gradient and industrial cluster theory tell us that industries are divided into leading industries, related industries and supporting industries. They do not necessarily have to move towards the leading industries and always want to occupy the commanding heights of the industry. Select a link in the industrial chain as the incision, and focus on supporting and correlation. Even if the "second" or "third" makes efforts in fine service, it may also get good opportunities. Upstream and downstream related and supporting industries often have relatively good local adhesion, stronger employment driving ability, and local population, economic and social development are relatively easier to participate, so they are more likely to break a road to prosperity. Science and technology, intelligence and digitization are the general trend. They are applied in manufacturing, service industry, community management and grass-roots governance, which can significantly improve service quality and work efficiency. Of course, under the situation that the anti epidemic work is still severe, it is necessary to properly deal with the relationship between economic development, scientific and technological progress and boosting employment and social stability, focus on those aphasia and vulnerable groups in the process of rapid informatization, and try to stabilize and eliminate the loss caused by digitization and intelligence. Speed and quality are not always in positive proportion. In the initial stage of economic development, we need a certain speed for efficiency and form a relatively good starting point and foundation as soon as possible. However, when the economic development enters the middle and late stage, we should not only reduce the development speed and make the cake bigger, but also pay attention to the division of the cake and appropriately "leave blank", so as to realize the overall coordination and optimization. As the saying goes, haste makes waste. We advocate planning before action and steadily promote the improvement of economic quality, rather than blindly seeking speed and greatness.
