Registered residence residents' health code will change "yellow"? Epidemic prevention and control can be more accurate
2021-11-03
In recent days, for similar reasons, Heihe City in Heilongjiang and Qianshan County in Jiangxi have successively boarded the hot search. On October 30, a person with positive nucleic acid test was found in Qianshan County; 19 newly diagnosed novel coronavirus pneumonia cases were identified in Heilongjiang province (18 cases in Heihe AI Hui District, 1 cases in Xiangfang District of Harbin), and 1 cases were diagnosed as asymptomatic ones. Since then, the two places have taken a series of prevention and control measures. Faced with novel coronavirus pneumonia, it is the responsibility of local governments to block the transmission of virus and control the risk of infection in a timely manner. Local residents should also try their best to cooperate with them. However, some practices suspected of "excessive epidemic prevention" in the two places have aroused considerable controversy in the field of public opinion. Among them, Heihe has changed the health code of all registered residence residents to "yellow code", so that many Heihe residents who live abroad feel what "people sit in the field and code from their hometown", which has caused no trouble to their lives. Qianshan County came up with the method of "changing the traffic lights of the whole county into red lights". Through a paper announcement of the traffic police brigade, the traffic restrictions were imposed on the motor vehicles of the whole county. In the past two years, China has accumulated a lot of effective experience in epidemic prevention and control. At the same time, the specific provisions formulated by the state for the epidemic situation and the improvement of laws and regulations related to the prevention and control of infectious diseases also provide clear standards and guidelines for the epidemic prevention work of local governments. Although the epidemic situation in Heihe and Yanshan Mountains is not to be ignored, there is no need to alter the traffic lights and change the health codes according to the registered residence. Under the background of normalization of epidemic prevention and control and the general requirements of accurate prevention and control, the prevention and control measures of local governments should not only fully consider the impact on people's livelihood, but also match the severity of the epidemic. The relevant departments should not only seek their own convenience and often come up with "one size fits all" solutions, but also add weight indefinitely and "creatively" exceed their authority. According to the Beijing Youth Daily, on October 31, the staff of the traffic police brigade of Qianshan County said that the announcement was an emergency measure when the traffic flow was large on the evening of October 30. At present, the announcement has been deleted and invalid. The traffic lights in the county have returned to normal, and no drivers have been punished for traffic light adjustment. The relevant departments of Heihe also responded to the public's concern about the "yellow code" at a news conference in October 31st, and admitted that the policy had really caused inconvenience to the registered residence workers in Heihe who worked and lived in the field. It indicated that it had solved nearly 20 thousand people's application for "green restoration". The attitude of the relevant departments of the two places to make amends and correct mistakes shows that policymakers are aware of the irrationality of these practices, which has also played an exemplary role to a certain extent, and further strengthened the social consensus of respecting science, abiding by norms and precise prevention and control. The prevention and control of epidemic situation is not "patting the head". It is not where the policies are stricter and more ruthless, where better prevention and control results can be achieved. In the face of the confirmed cases that have appeared, it is certainly not feasible to have weak epidemic prevention, but "excessive epidemic prevention" is also highly undesirable. When formulating epidemic prevention policies, all localities need to analyze specific problems in combination with reality, so as to achieve the goal of prevention and control at the lowest cost of people's livelihood as far as possible. Epidemic prevention measures should be targeted and targeted at high-risk areas, rather than falling into a state of stress and expanding the coverage of policies at will. In the cases mentioned above, everyone knows that virus can not be transmitted through registered residence. According to the positioning of mobile phone base stations, it is much more reasonable to adjust the health status of the people recently in Heihe than the "remote code" based on the registered residence. In fact, many parts of the country are so precise prevention and control. On the issue of traffic control, even Wuhan, which had to be closed when the epidemic was most serious, did not turn all the traffic lights red. After all, no matter how much emphasis is placed on "non essential travel", there are always some motor vehicles to undertake the necessary social security tasks. In the long run, it is not feasible to modify traffic lights. Epidemic prevention work needs both the courage to make decisions and the determination to do nothing. Both are indispensable. When necessary, relevant departments shall issue epidemic prevention instructions according to law as soon as possible, and the public shall also actively cooperate to implement orders and prohibitions; Under unnecessary circumstances, the relevant departments should maintain their concentration and not "rush to medical treatment" to avoid the loss outweighing the gain. Grasping the boundary between "necessary" and "unnecessary" is not only the responsibility of decision-makers, but also the embodiment of their governance level. It is hoped that in the future normalized epidemic prevention and control work, all localities can implement scientific and accurate policies and bid farewell to various "outrageous operations".
