Over the past seven years, the national security legal system led by the national security law has been gradually improved. A number of laws have been issued, including the anti-terrorism law, the law on the management of domestic activities of overseas non-governmental organizations, the network security law, the nuclear security law, the biosafety law and the data security law, providing a solid legal guarantee for the maintenance of national security in all fields. With the continuous improvement of China's comprehensive national strength, the acts of foreign espionage and intelligence agencies endangering China's national security are no longer limited to the traditional field, and the enemy situation in the non-traditional security field is becoming more and more prominent, which has brought potential risks to the stable development of China's economic and social security. In recent years, guided by the overall concept of national security, national security organs have coordinated traditional and non-traditional security, successively cracked a large number of key cases in non-traditional fields, and eliminated many practical and potential hazards. In June 2019, the national security organ received a report from the masses, reflecting that a marine public welfare organization set up marine monitoring points in China to collect marine monitoring data. The head of the organization told the relevant personnel of each monitoring point that all monitoring data are officially collected and used. In the name of the data required by relevant national departments, local monitoring points are required to report "monitoring data" to the organization every two months through the Internet. However, the national security organ found that the relevant departments had never received the data and information provided by relevant organizations. Accordingly, the national security organ launched an investigation into the relevant situation. The investigation of the national security organ found that the organization has a complex overseas background and has continuously received funding from more than 20 overseas institutions since 2014. In more than a year from 2018 to 2019 alone, it received more than 2 million yuan of overseas funds, of which only one fund was filed with relevant departments. According to the process formulated by an overseas research institution, the organization sets up marine waste monitoring points in China's coastal areas, collects information such as waste type, weight and distribution density, and forms and publishes China's marine waste map and Research Report. In the waste monitoring report released by the organization, it declared that "the quantity and weight density of waste detected are 20 times and 8 times of the official data of China respectively". These data have been used by people with ulterior motives abroad to discredit and hype China's environmental protection problems and have a negative impact on China's international image. According to the survey, the monitoring points established by the organization in China from 2015 to before being disposed of according to law basically cover China's coastline from north to south, radiating the South China Sea, East China Sea, Yellow Sea and Bohai Sea. At the same time, the 22 military related monitoring points established by the organization have posed a real threat to China's maritime military security. The longitude and latitude, environment, geology, ocean flow and other information collected by them are very easy to be used by overseas intelligence and military institutions, which poses a potential threat to China. In accordance with the provisions of Articles 13 and 39 of the anti espionage law, the state security organ ordered the organization to make rectification, shut down 22 military related monitoring points and eliminate adverse effects. According to Articles 36 and 39 of the anti espionage law and articles 19 and 25 of the detailed rules for the implementation of the anti espionage law, the organization shall be punished with "confiscation of illegal income" and "warning".
