The off campus training institutions shall make full use of the off campus training service contract for primary and secondary school students (model text), strictly implement the publicity system of education fees, and all pre fees shall be entered into the special account for training fees of the institution. Training for primary and secondary school students shall not use training loans to pay training fees. After school training institutions that provide training services and collect training fees shall pay taxes according to law and issue invoices truthfully. The notice stressed the need to fully implement the pre charge supervision. The pre charge of discipline and non discipline after-school training institutions shall be fully included in the scope of supervision, including the pre charge funds collected before the issuance of this notice but not completed the training services. All localities may, in combination with the actual situation, adopt the methods of bank custody and risk margin to supervise the pre charging of after-school training institutions. In case of pre charge bank trusteeship, the off campus training institution shall sign a trusteeship agreement with the qualified bank and report it to the education and other competent departments for the record; Open a special account for the custody of pre charged funds to ensure that all pre charged funds are "managed as much as possible". The custodian bank shall not charge additional fees for training institutions and trainees for providing custody services. If the risk deposit is adopted, the off campus training institution shall sign an agreement with a qualified bank and report it to the education and other competent departments for the record, open a special account for risk deposit, and deposit the specified amount of deposit as the capital guarantee for its performance of training service commitment and refund. The notice specifies that education, development and reform, the people's Bank of China, the Bank Insurance Regulatory Commission, taxation, market supervision and other departments should strengthen the collaborative supervision of pre charging of off campus training institutions according to the division of responsibilities. Establish a working mechanism for regularly sharing relevant information on pre charge supervision of out of school training institutions, and strengthen risk early warning. We should incorporate the pre charge of training institutions into their integrity construction, give full play to the role of industry associations in credit construction and dispute handling, guide training institutions to standardize their operation, and actively bring the pre charge of training into supervision. The notice requires that all localities should include the pre charge supervision in the scope of daily supervision, special inspection, annual review, annual inspection and education supervision of off campus training institutions.
