Premier Li Keqiang attended the 24th ASEAN China Japan ROK leaders' meeting at the Great Hall of the people on the afternoon of October 27. Leaders of ASEAN countries and Korean President Wen moon Jae in Japan and Japanese Prime Minister Kishida Fumio attended the meeting. Hassanal, Sultan of Brunei, presided over the meeting. The meeting was held by video. Li Keqiang said in his speech that 10 + 3 countries are linked by mountains and rivers and share a common destiny. We adhere to the main tone of cooperation, continue to promote regional economic integration, jointly address the epidemic, energy, food, finance and other challenges, and effectively promote the development of all countries. President Xi Jinping proposed an important initiative to create a community of peripheral destiny. We should make good use of mature mechanisms for cooperation and rich experience in crisis response, promote the comprehensive and balanced recovery of East Asia, maintain long-term prosperity and stability in the region, and jointly build a more open, inclusive and sustainable East Asia. The Chinese side puts forward the following suggestions: First, improve public health governance. Accelerate the construction of 10 + 3 emergency medical material reserve center and improve the regional epidemic response capacity. Support the statement issued by the conference on mental health cooperation between adolescents and children. Second, deepen regional economic integration. The regional comprehensive economic partnership agreement (RCEP) is a landmark achievement of East Asian cooperation and is about to reach the threshold of entry into force. We should step up efforts to promote the agreement to enter into force as soon as possible and create a higher level of integration. China is willing to carry out capacity-building projects such as personnel training and experience exchange. Third, strengthen industrial cooperation in East Asia. China supports efforts to expand the ASEAN travel corridor to 10 + 3, give better play to the role of the existing "fast track" and "green channel" and unblock the regional economic cycle. China will hold a 10 + 3 industrial chain supply chain cooperation forum. Fourth, promote the development of digital economy in East Asia. China is willing to hold 10 + 3 young scientists forum and other activities to help countries in the region narrow the digital divide and strengthen exchanges with all parties on topics such as cyberspace governance, digital governance and network security. Fifth, stimulate the vitality of financial cooperation. Welcome the entry into force of the special revised document of the multilateral agreement of the Chiang Mai Initiative, and support the expansion of the functions of the 10 + 3 macroeconomic research office. Sixth, promote green and sustainable growth. On the basis of ensuring energy security, promote the transformation of energy consumption, production and lifestyle to green and low-carbon. We will continue to hold the 10 + 3 round table dialogue on clean energy, increase support and investment in the 10 + 3 rice emergency reserve mechanism, and maintain regional food security. Li Keqiang pointed out that China is willing to work with all parties to jointly maintain regional stability and promote world peace; Jointly promote regional economic recovery and build a strong growth pole of the world economy. Leaders at the meeting said that since the establishment of the 10 + 3 cooperation mechanism, it has played an important role in coping with the crisis and promoting the development of East Asia. Thanks to more than 10 + 3 years of close cooperation, countries in the region have taken rapid action to jointly combat the epidemic and jointly promote regional economic recovery and inclusive growth. Looking to the future, ASEAN, China, Japan and the ROK should promote the early entry into force of the regional comprehensive economic partnership agreement, support the acceleration of the construction of 10 + 3 emergency medical material reserve center, further strengthen cooperation in public health, digital economy, connectivity, finance and climate change, and maintain the stability of regional industrial chain and supply chain. Take the 25th anniversary of the launch of 10 + 3 cooperation next year as an opportunity to promote greater development of ASEAN and China Japan ROK cooperation, and make positive contributions to building an East Asian community, promoting common growth and prosperity in East Asia and the world, and building a sustainable future.
