In the draft, the revised content to deal with the decline of teenagers' physique is of concern. According to the report, the sports law plans to add provisions such as "ensuring that physical education class hours are not occupied" and "no less than one hour of physical exercise in school" to ensure that students have sufficient physical exercise time in school. In addition, the draft also revised the "physical examination" clause to improve the status of physical education in school education, so as to achieve the purpose of enhancing students' physique. Physical education class is occupied, and there is not enough exercise time every day, which not only makes primary and middle school students lose the source of happiness, but also affects the physical health level of teenagers in China. In 2020, Cheng Hong, member of the National Committee of the Chinese people's Political Consultative Conference and vice chairman of the Central Committee of the Democratic League, pointed out in the report that the main indicators of physical health of children and adolescents in China have decreased for more than 20 consecutive years, 33% of them have health hazards to varying degrees, and the situation of small glasses, small fat people and small sugar people is prominent. China lacks a scientific and systematic health education, physique monitoring and intervention system, and less than 30% of students exercise for one hour a day. In the face of these situations, in recent years, the central and local departments have repeatedly asked schools not to occupy physical education class hours in relevant documents to ensure that students have no less than one hour of physical exercise. These normative requirements have indeed had some effects, but there are still insufficient efforts in the implementation. Nowadays, "ensuring that physical education class hours are not occupied" and "physical exercise in school for no less than one hour" are expected to be written into the law. On the one hand, it shows that the state's attention to teenagers' physical health has reached a higher level. On the other hand, it also means that the practical constraints of relevant requirements and norms will become stronger. Primary and secondary school students' right to physical education and the right to exercise in school can be more comprehensively guaranteed. Of course, even if physical education is protected by law, it may still be eroded in reality. Therefore, it is necessary to strengthen the corresponding supervision and improve the complaint reporting mechanism. The relevant inspection carried out by the education department on the school must not fall into the misunderstanding of formalism, resulting in the embarrassing situation of "only physical education during the inspection". "Ensure that physical education class hours are not occupied" and "physical exercise for no less than one hour in school" must become the norm of all schools, rather than the "emergency state" to deal with inspection. Whether the physical exercise time of students can be effectively guaranteed is a test of the school's original intention of "everything for students", the management ability of relevant departments, and the importance of the whole society to the physical health of teenagers. For a long time, physical education has not been paid attention to and students' exercise time does not come. The root cause is the abnormal and utilitarian concept of education. On this issue, we need to correct the educational concept of schools and families in order to make the whole society have a deeper understanding of quality education, which is as important as legislative protection.
