China has maintained its position as the world's second largest consumer market for goods and the largest online retail market for more than 10 years. The consumer demand and structure of residents are constantly upgrading, and new market space is still expanding. However, under the influence of multiple factors, there are still objective problems such as weak consumer confidence and expectations, insufficient satisfaction of some consumer demands, and the need to optimize the consumption environment. Recently, the State Administration for Market Regulation, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Commerce, and other departments have set the goal of promoting consumption expansion, quality improvement, and upgrading, further resolving prominent contradictions that constrain consumption, focusing on incremental policies that can be strengthened, implemented, and felt by the masses, comprehensively expanding the consumption of goods and services, and striving to create a safe, reliable, and reassuring consumption environment. Starting from May 1st, a number of important national standards have been implemented, including the standard for no reason return services, water efficiency of toilets, dining tables and chairs, wooden furniture, lightning disaster prevention in tourist attractions, building materials, and fire-fighting products. These standards provide standard support for creating a good consumption environment, regulating the healthy development of new industries, leading the optimization and upgrading of traditional industries, and ensuring the safety of people's lives and property. The Recommended National Standard for After sales Service No Reason Return Service (GB/T 44904-2024) issued by the State Administration for Market Regulation specifies the conditions, processes, service supervision and evaluation of after-sales service no reason return service, and is applicable to the no reason return service for purchasing goods through non site sales and on-site sales methods. The relevant person in charge of the State Administration for Market Regulation stated that "the implementation of standards will help further regulate online and offline no reason returns, protect the legitimate rights and interests of consumers, and create a better consumption environment." In addition to adding support to the construction of standard systems to create a good consumption environment, the State Administration for Market Regulation is also actively taking action in the food consumption field closely related to people's daily lives. On April 28th, under the guidance of the State Administration for Market Regulation, the China Food Industry Association led more than 200 large food enterprises to hold a public initiative to optimize food labeling. The event aims to jointly respond to new regulations, actively optimize food labeling, strengthen industry self-discipline, provide consumers with safer, more reassuring, and high-quality food, and promote the high-quality development of the food industry. Participating companies have stated that they will actively optimize label design to make food dates clear at a glance; Standardize food names and avoid using terms such as' zero additives'; Scientific rigor in claiming and fully protecting minors; Fully label nutritional information and guide a reasonable diet; Strengthen label review to ensure food is listed in compliance with regulations; Fully publish food information to make online food shopping more reassuring; Avoid excessive packaging and make food labels lower in carbon and environmentally friendly. The initiative proposes that catering service operators should regularly conduct self-examination and self correction, eliminate unfair competition behaviors such as false advertising and price fraud, and strive to create a trustworthy, comfortable, safe, and reassuring consumption environment. All employees should actively learn and strictly abide by food safety laws and regulations. Maintain good personal hygiene and tidy appearance, wear clean work clothes and hats. Strictly follow the operating procedures to process and produce food, and resolutely prohibit uncivilized behavior that violates public order and good customs in food processing and production sites. Use civilized language, treat guests politely, guide consumers to order and dine in a civilized manner, and provide high-quality service with warmth and goodwill. The third is to promote the improvement of consumer quality through brand leadership. In recent years, "trendy" domestic products have become a hot topic, and more domestic brands have transformed from "hidden champions" to well-known "famous trendy products". In this regard, the "Plan" proposes a series of measures: in terms of serving consumer brands, focusing on the fields of commerce, logistics, culture and tourism, and formulating policies to improve service quality by classification; In terms of cultural consumption brands, encourage enterprises to integrate excellent traditional Chinese culture into product design; In terms of consumer goods brands, we will build a matrix of Chinese famous consumer products, accelerate the cultivation of high-quality consumer brands, and so on. At the same time, the Ministry of Commerce will carry out the "four major projects" of expanding consumption (upgrading commodity consumption, improving service consumption quality, cultivating new consumption, and innovating consumption scenarios), continuously releasing diversified and differentiated consumption potential, and promoting consumption quality upgrading. According to the relevant person in charge of the Market Operation and Consumption Promotion Department of the Ministry of Commerce, after years of development, the scale of China's commodity market has continued to expand, and the supply of various consumer goods is abundant. However, compared with the multi-level and diversified needs of residents, there is still a shortage of high-quality and high-quality commodity supply. In 2024, the Ministry of Commerce launched the policy of exchanging old for new consumer goods, and this year will intensify efforts to expand the scope and implement the policy of exchanging old for new consumer goods. At present, China's consumption growth still faces some constraints, such as insufficient effective supply capacity, low modernization of the circulation system, incomplete consumption system and mechanism, and the need to optimize investment structure. Promote zero based budget reform, construction of expenditure standard system, evaluation of fiscal capacity, performance management, and other related work. Implement a comprehensive debt policy, resolutely curb the increase of implicit debt, and effectively prevent and resolve local government debt risks.
