On April 25th, General Secretary Xi Jinping emphasized at the 20th collective study of the Political Bureau the CPC Central Committee: "In the face of the new situation of rapid evolution of new generation artificial intelligence technology, we should give full play to the advantages of the new national system, adhere to self-reliance and self-improvement, highlight the application-oriented approach, and promote the healthy and orderly development of artificial intelligence in China a beneficial, safe, and equitable direction." Artificial intelligence is a strategic technology that leads this round of technological revolution and industrial transformation. Accelerating the development of new generation intelligence is an important strategic handle for us to win the initiative of global technological competition. General Secretary Xi Jinping attaches great importance to the development of new generation artificial intelligence in China and many of his works in the first volume of "Xi Jinping's Economic Selections" make profound discussions on this issue. For example, "Implementing the New Concept and Building a Modern Economic System" points out: "Promote the deep integration of the Internet, big data, artificial intelligence, and the real economy"; "Developing Digital Economy and Seizing the Future Development High Ground" points out: "We should promote the deep integration of the Internet, big data, and artificial intelligence with the industry, accelerate the cultivation of a number of 'special new' enterprises and manufacturing single champion enterprises"; "Accelerate the construction of a new development pattern and focus on promoting high- development" points out: "Promote the integrated and clustered development of strategic emerging industries, and build a number of new growth engines such as new generation information technology, artificial intelligence,otechnology, new energy, new materials, high-end equipment, and green environmental protection"; and so on.
Artificial intelligence large models are machine learning models with-scale parameters and complex computing structures, which are trained on massive data through deep learning technology and can understand and generate multi-modal content. They have the ability of logical reasoning and solving, and are key technological carriers and new infrastructure for promoting the development of new generation artificial intelligence. We should take Xi Jinping's economic thought as our guide, fully the strategic attributes of artificial intelligence large models, accelerate the research and application innovation of artificial intelligence large models, and provide strong support for our country to achieve a high level of scientific and self-reliance and self-improvement, promote high-quality development, and play an active role in the development and governance of artificial intelligence in the world
