The focus of this cleanup and rectification is on various regulatory documents established and implemented in the form of local laws, regulations, administrative normative documents, other policy documents, etc. that violate the requirements of the market access system, as well as various practices of governments at all levels that violate market access barriers. Mainly including: the national level has been liberalized but local authorities are still in the process of approval; The legal validity of the approval basis is insufficient; Industry barriers result in unequal access rules; The government's regulatory capacity is insufficient and they dare not approve; Illegally expanding the scope of approval, changing or adding approval conditions; The decentralization of approval authority creates market barriers between regions; Set admission restrictions for non local enterprises; Violating the requirements of the negative list for market access and special management measures for foreign investment access, and illegally setting restrictions on the access of foreign-funded enterprises; Due to regulatory gaps in new business formats and fields, the government has failed to act, approve, or shirk its approval responsibilities in areas such as land, planning, and fire protection; The admission requirements are contradictory and serve as preconditions for each other; The unclear and opaque approval requirements of the commitment system increase business risks; The admission standards are too high and the approval process is too long; Unreasonable delay in approval or refusal by the government to handle other relevant procedures after obtaining approval; Similar violations to typical cases of violating the negative list of market access that have been reported by the National Development and Reform Commission; Other situations that violate the requirements of the market access system. The centralized cleaning and rectification work will last for six months, and the provincial development and reform commissions will regularly report the progress of the work to the provincial people's governments.
