However, the company does not have the professional contracting qualification for fire protection facilities engineering, but is affiliated with a certain department fire installation company (hereinafter referred to as the certain department fire installation company) located in Nanning City to carry out business. According to regulations, all projects undertaken by a certain fire protection company must be reviewed by a certain fire protection company and corresponding approval materials must be issued before they can be submitted to the local fire department for approval. Starting from 2021, with the increase in business volume, the procedures reported to a certain fire protection company have made the project manager Huang Mouwu feel that it has affected work efficiency and the speed of project payment collection. Once, Huang Mouwu, who was on a business trip in Wuzhou City, accidentally saw a small advertisement on the floor of Tianqiao that read "accepting various certificates and seals". This caught his attention, so he added the WeChat account of "Chun Ge" based on the phone number on the advertisement. With a trial and error mentality, Huang Mouwu purchased a seal with the content of a certain fire protection company from "Chun Ge" for 150 yuan. He used the seal for engineering business, but it was not recognized by the relevant department. Afterwards, Huang Mouwu gradually became bold and purchased fake documents and seals from "Chun Ge" multiple times from 2021 to 2023. Huang Mouwu's behavior of purchasing a large number of fake documents and seals has gradually been mastered by the Pinggui Branch of Hezhou Public Security Bureau. On April 26, 2023, Huang Mouwu was arrested by the public security organs. According to Huang Mouwu's confession, the public security organ quickly locked the seller "Chun Ge", and arrested the Hunan suspect Peng Mouchun and Yuan Mouyan, who were pseudonymous "Chun Ge", in a community in Changzhou District, Wuzhou City, and seized more than 10000 copies (pieces) of various fake seals and certificates of state organs, public institutions, people's organizations and companies, as well as a batch of counterfeit tools such as seal machines and printers on the spot. The cooperation between the prosecutor and the police has uncovered the source by sorting out bank transaction information. The public security organs have preliminarily judged that this is a case of manufacturing and selling false documents and seals across provinces and cities, with a long time span, wide geographical distribution, and multiple transaction partners. Due to the complexity of the case, the Pinggui District People's Procuratorate intervened in advance. When reviewing the case files, the prosecutor found that the 16 fake seals purchased by Huang Mouwu involved multiple departments such as fire protection and housing construction. After Wang Mouxiang was arrested and brought to justice, she confessed to the illegal act of selling fake certificates. Wang Xiang is employed by her fellow villager Xie Mousheng, responsible for receiving orders and contacting clients. After Wang contacted the customer about the transaction type and amount, Xie sent it by express delivery from a city in Zhejiang to customers such as "Chun Ge". Combined with the seizure of Wang Mouxiang's notebook that recorded customer information, the public security organs quickly locked down the counterfeit origin warehouse in a city in Zhejiang. When Xie was arrested and the police opened the rolling shutter door of the counterfeit source warehouse, the on-site investigators were shocked. According to preliminary inventory, the warehouse stores nearly 400000 copies of various national government documents, enterprise and institution certificates, people's organization certificates, identity documents, and shells, ranging from birth medical certificates to cremation certificates. Among them, there are more than 5000 armed forces certificates such as military officer certificates. The cross provincial investigation has completely eradicated the entire case, from Huang Mouwu, who handled fake certificates, to "Chun Ge," who manufactured fake certificates, and then to Xie Mousheng and Wang Mouxiang, who were the source of the fake certificates. After consultation with the prosecutor and police, everyone unanimously agreed that the number of fake certificates operated by Xie Mousheng is so huge, and according to his confession, he has been selling fake certificates for many years. According to the law, 16 people including Xie Mousheng and Nie Mouying were convicted of forging, buying and selling state organ documents and seals, and were prosecuted for forging company, enterprise, institution, and people's organization seals, as well as forging, buying and selling identity documents and forging armed forces documents and seals. The rest of the suspect made a decision not to prosecute if the circumstances were minor, and 31 of the 35 suspect in the whole case pleaded guilty and admitted punishment. After trial, the Pinggui District Court found that 16 defendants, including Xie Mousheng and Nie Mouying, had committed crimes such as forging, buying, and selling certificates and seals of state organs, forging seals of companies, enterprises, institutions, and people's organizations, forging and buying documents that could be used to prove their identity according to law, and violating Article 280 of the Criminal Law, constituting the crime of forging, buying and selling certificates and seals of state organs, forging seals of companies, enterprises, institutions, and people's organizations, etc. Based on the criminal circumstances and attitude of confession and repentance of each defendant, the Pinggui District Court sentenced 16 defendants to imprisonment ranging from detention to nine years, and imposed fines ranging from 2000 to 100000 yuan.
