China Malaysia cooperation promotes new development of regional shipping and logistics

This used to be where the ancient Maritime Silk Road passed through, but now it is shining with new vitality through the joint efforts of China and Malaysia. At Klang Port, which is about 130 kilometers away from Malacca, the reporter saw that the builders from China, together with local colleagues in Malaysia, are going all out to cooperate in the expansion and upgrading project of the port container terminal, and continue to write a new chapter in the cooperation between the two countries to jointly build the "the Belt and Road". The Port of Klang in Malaysia consists of West Port Terminal, North Port Terminal, and South Point Terminal, with West Port Terminal being the largest container terminal in Malaysia in terms of throughput. According to the official plan of Malaysia, the expansion project will help increase the throughput capacity of West Port from 14 million TEUs per year to 27 million TEUs per year, ensuring that Port Klang remains among the top ten trading ports in the world. Ouyang Hanhua, Chairman of the Port Authority of Klang, Malaysia, told reporters that the container handling capacity of Klang West Port is gradually approaching saturation point. The expansion project will add a total length of 4.8 kilometers of terminal. The entire project is divided into two phases, with the first phase planned to be completed in 2026 and the second phase expected to be completed in 2028. After completion, it will be able to meet the development needs of the next ten to fifteen years. The project is undertaken by China Communications Construction Corporation's subsidiary, CCCC Shanghai Airlines. Ouyang Hanhua said that Chinese enterprises have always been reliable strategic partners in the development of Klang Port. Chinese enterprises have shown outstanding performance in infrastructure construction quality, project execution efficiency, and technical expertise, which are key factors for the success of cooperative projects. Shen Huanhuan, General Manager of the Asia Regional Center of CCCC Shanghai Airlines, stated that CCCC Shanghai Airlines had participated in the construction and maintenance dredging projects of multiple ports in Malaysia as early as the 1990s. In the past decade, we have successively participated in projects such as the expansion and dredging of Kuantan New Port, the reclamation project of Yingda Island Industrial Park, the reclamation project of Xinshan Lidu, and the emergency dredging of Port Klang West. At present, in Malaysia, in addition to the expansion project of Port Klang West and the maintenance dredging project, CCCC Shanghai Airlines is also participating in the reclamation projects of Malacca Port and Penang World City. In recent years, China and Malaysia have also initiated cooperation in sea rail intermodal transportation. On January 15th of this year, the main track sections A and B of the Malaysia East Coast Railway (MCA) project, which was constructed by a Chinese enterprise, were officially laid. As the flagship project of China Malaysia joint construction of the "the Belt and Road" cooperation, the completion of the Malaysia East Railway with a total length of more than 600 kilometers will open up the port of Kuantan on the east coast and the port of Klang on the west coast, greatly improving the connectivity of regions along the line. To promote the high-level operation of the Ma Dong Railway project, Chinese and Malaysian enterprises have also established a joint operation and maintenance company. Malaysia's Minister of Transport, Lu Zhaofu, stated at the joint operation and maintenance signing ceremony that the Malaysia East Rail will build an important "land bridge" connecting the east and west coasts of Malaysia, helping Malaysia to integrate more closely into the international trade system. It is reported that in recent years, Port Klang has maintained close cooperation with Chinese enterprises in many key areas, especially in port construction, logistics development, and digital transformation, achieving significant results. Since its establishment in 2015, the China Malaysia Port Alliance has expanded its member units from 16 to 24. The Port Klang Free Trade Zone and East Coast Railway project are the core pillars of Malaysia's efforts to build a regional logistics and trade center. ”Ouyang Hanhua said that he hoped to continue to deepen cooperation with China in green ports, trade facilitation, intelligent logistics, etc., promote infrastructure and industrial investment, strengthen scientific research and innovation capacity building and exchange of professionals in the maritime field.
