The Ministry of Human Resources and Social Security, the Ministry of Education, and the Ministry of Finance recently jointly issued a notice on doing a good job in the employment of young people such as college graduates in 2025, proposing 17 policy measures to fully promote the employment and entrepreneurship of young people such as college graduates. The notice specifies that for social organizations recruiting eligible college graduates and other young people, they can enjoy a one-time expansion subsidy policy in accordance with the regulations, which will be implemented until December 31, 2025. Continue to implement the policy of increasing personnel and capital in state-owned enterprises until December 31, 2026. The notice points out that we will vigorously promote service methods such as "direct subsidy and fast processing" and "policy calculator", promote the centralized implementation of various employment policies, and expand the main channels for enterprise employment. Organize human resources and social security commissioners, as well as employment staff from universities, to connect with specialized and innovative "little giants" enterprises, specialized and innovative small and medium-sized enterprises, and high-tech enterprises, deepen the special action of "Secretary and President Visiting Enterprises to Expand Jobs", and expand the scale of market-oriented positions. Provincial human resources and social security departments shall establish a mechanism for collecting and publishing grassroots positions in urban and rural areas, dynamically releasing local urban and rural community employment positions, and expanding the employment space at the grassroots level. Encourage government funded incubators to relax the free entry threshold for key groups such as college graduates, strengthen entrepreneurship service guarantees, and support independent entrepreneurship. The notice emphasizes the implementation of the "Double Thousand" plan to enhance employment capacity, offering 1000 "micro majors" and 1000 vocational training courses in universities across the country. Comprehensively promote youth job seeking ability training camps, carry out experiential activities and course teaching, and help improve job seeking abilities. Implement the Million Youth Vocational Skills Enhancement Action, guide and support young people such as college graduates to participate in skills training, and improve their skill levels. Implement a plan to recruit one million job internships and develop research, technology, and management positions for enterprises, research institutes, and other public institutions. The notice proposes to launch a series of recruitment activities called "Career Future", with a focus on providing job resources to third - and fourth tier cities. Organize public employment service activities on campus, carry out paired assistance activities for directors of human resources and social security departments in 100 universities, and provide targeted contact and services. Implement a tough action plan for employment services for unemployed graduates who have left school, providing at least one policy introduction, one career guidance, three job recommendations, and one training or internship opportunity. Focus on pairing assistance for disadvantaged graduates and provide targeted information on 3-5 high-quality job positions. The notice requires that local online and offline help seeking channels be unblocked, and unemployed youth be allowed to register for employment in their registered residence and job seeking places. Intensify efforts to provide job seeking services in different regions, establish a number of youth employment stations, and provide "one-stop" services such as policy interpretation, career guidance, and recruitment information for college graduates and other young people seeking employment in different regions.
