Previously, some residents in Ledong County reported difficulties in applying for public rental housing, with issues such as blocked channels for submitting application materials and delayed information feedback. Some residents in urgent need of housing did not receive a response for a long time after submitting their materials. In reality, some tenants illegally sublet or lend public rental housing, and even transform public rental housing into commercial properties for operation. In order to thoroughly investigate the chaos in the management of public rental housing, the county's discipline inspection commission and supervisory committee conducted door-to-door inspections and visits by leading cadres to investigate the problems in the application and management of public rental housing. It was found that there were prominent issues such as illegal allocation, subleasing and lending, self exchange, change of use, and timely vacating after the contract expired. The Discipline Inspection Commission and Supervisory Commission of Ledong County immediately set up a special task force to carry out a special rectification of unhealthy practices and corruption in the field of public rental housing throughout the county. Since 2017, the "12345" hotline and complaint reporting platform have been cleared of complaints and reports related to public rental housing, and the county's housing security and real estate management bureau have been thoroughly investigated for violations of rules and regulations by public officials, such as arranging public rental housing for others, selling public rental housing application indicators, and accepting benefits. Ten people have been filed for review and investigation, four have been detained, seven have been given disciplinary and administrative sanctions, and two have been transferred to the procuratorial organs. In response to the serious weakening of party conduct and clean governance in the housing management system, as well as the imperfect regulatory system exposed by the case, the Discipline Inspection Commission and Supervisory Commission of Ledong County have urged the county to carry out a special rectification action on illegal subleasing and lending of public rental housing. Since 2024, a total of 304 households that violated public rental regulations have been investigated, and 267 households have been cleared and vacated. The vacated properties have been allocated in batches through a lottery system. At the same time, the Discipline Inspection Commission and Supervisory Commission of the county are taking concrete measures to address both the symptoms and root causes, urging the County Housing Security and Real Estate Management Bureau to promote reform through case studies, establish and improve institutional mechanisms, promote the establishment and improvement of key links in the county's housing management system, such as the application, allocation, management, and termination of public rental housing, and achieve comprehensive disclosure of allocation policies, procedures, housing sources, objects, processes, and results.
