Three departments: Continuing to implement the policy of stabilizing employment and benefiting the people through unemployment insurance

On April 22, the website of the Ministry of Human Resources and Social Security announced that the Ministry of Human Resources and Social Security, the Ministry of Finance, and the State Administration of Taxation recently jointly issued the "Notice on Continuing to Implement the Policy Measures for Stabilizing Employment and Benefiting the People of Unemployment Insurance", supporting enterprises to stabilize positions, helping to improve vocational skills, and securing the bottom line of unemployment security. The notice clearly states that helping workers improve their skills will assist enterprises in stabilizing their positions. Continue to implement the stable employment return policy for insured enterprises that do not lay off or lay off fewer employees until the end of 2025. Small and medium-sized enterprises will receive a return of no more than 60% of the actual unemployment insurance premiums paid by the enterprise and its employees in the previous year, and large enterprises will receive a return of no more than 30%; Social organizations, foundations, social service agencies, law firms, accounting firms, and individual industrial and commercial households insured in the form of units shall be implemented with reference. The notice requires assistance in improving the skills of workers. Continue to relax the policy of skill enhancement subsidies and expand the coverage period until the end of 2025. Provide skill enhancement subsidies to insured employees who have paid premiums for at least one year, obtained corresponding vocational qualification certificates or vocational skill level certificates, or received unemployment insurance benefits. Strengthen key support, and on the basis of one subsidy per person per year, for those who obtain urgently needed and scarce occupational (job) certificates, two additional subsidies can be provided; Promote the compatibility of certification and employment, improve the pertinence and effectiveness of subsidies, and focus on serving local industrial development, employment needs, and enterprise job demands. At the same time, it is emphasized to continue to provide living benefits such as unemployment insurance benefits, payment of basic medical insurance (including maternity insurance) premiums, temporary price subsidies, and protection for older unemployed individuals. In recent times, the Ministry of Human Resources and Social Security and other departments have made targeted arrangements for private enterprises to recruit, expand employment in the field of domestic services, and promote employment for college graduates. From mid April to mid May, the Ministry of Human Resources and Social Security, the Ministry of Education, the Ministry of Veterans Affairs, the All China Federation of Trade Unions, the All China Women's Federation, and the All China Federation of Industry and Commerce will launch the 2025 National Private Enterprise Service Month activities nationwide. During the event, relevant departments in various regions strengthened policy promotion, helped enterprises enjoy corresponding policies, organized characteristic recruitment, flexibly carried out online and offline activities, classified job search and recruitment supply and demand docking, created a good social atmosphere of care and support for the development of the private economy, and enhanced the sense of gain and happiness of laborers. Regarding the expansion of employment in the field of domestic services, Luo Shoufeng, Deputy Director of the Migrant Workers' Work Department of the Ministry of Human Resources and Social Security, recently stated that the Ministry of Human Resources and Social Security will guide local governments to implement employment and entrepreneurship support policies. For key groups such as those facing employment difficulties and poverty-stricken labor force employed by domestic enterprises, they will enjoy tax incentives, social security subsidies and other policies in accordance with regulations. For workers who start businesses in the field of domestic services, they shall enjoy policy support such as tax incentives, entrepreneurial guarantee loans, and venue support in accordance with regulations. In addition, the Ministry of Human Resources and Social Security has launched the fourth batch of characteristic service activities for the "Career Future -2025 National Urban Joint Recruitment of College Graduates Spring Special Session", which includes 101 special job fairs targeting different industries and fields such as intelligent manufacturing, life services, specialization, specialization, low altitude economy, silver economy, as well as online and offline special job fairs in Beijing Tianjin Hebei, Pearl River Delta, Guangdong Hong Kong Macao and other regions; 9 cross regional job fairs; 32 live streaming on-the-job activities; 16 policy lectures and live (recorded) employment guidance courses, providing precise and diversified employment services for college graduates.
