The relentless efforts to "take down tigers" and "swat flies" have become a vivid testament to the intensified and resolute anti-corruption campaigns carried out by disciplinary inspection and supervision organs at all levels. The latest statistics show that in the first quarter of this year, disciplinary inspection and supervision organs across the country handled 502,000 problem leads, initiated 220,000 cases, and imposed disciplinary actions on 185,000 individuals (including 139,000 who received Party disciplinary actions and 60,000 who received administrative disciplinary actions). This indicates that disciplinary inspection and supervision organs at all levels have maintained an unwavering attitude, unrelenting intensity, and an unswerving focus, adhering to the principles of no禁区 (no-go zones)， full coverage， and zero tolerance， as well as emphasizing deterrence， high pressure， and long-term intimidation. The effectiveness of corruption governance has been further enhanced.
We should focus on rectifying the areas where power is concentrated, funds are pooled and resources are abundant. According to the disciplinary review data released by the website of the Central Commission for Discipline Inspection and the National Supervisory Commission, since the beginning of this year, several centrally managed officials have been investigated, including Wang Huimin, the former head of the Commission for Discipline Inspection and Supervision of the China Securities Regulatory Commission and a former member of the Commission's Party Leadership Group, Yuan Guangyu, the former member of the Party Leadership Group and vice president of China National Offshore Oil Corporation, Zhang Tianfeng, the former member of the Party Leadership Group and vice president of the State Tobacco Monopoly Administration, and Chen Shifei, the former member of the Party Leadership Group and vice president of the National Medical Products Administration. These cases involve key areas and links such as finance, state-owned enterprises, tobacco and medicine, and the powerful deterrent effect has continued to be highlighted.
We will keep a close watch on key targets and strictly investigate disciplinary and law-breaking issues involving the "key few", especially the "top leaders" and members of leading bodies. This year, several "top leaders" in charge of localities or departments have been brought down, including Zhou Derui, member of the Standing Committee of the Tianjin Municipal Committee and minister of the Organization Department, Wu Jin, secretary of the CPC Jiaozhou Municipal Committee of Hubei Province, and Shi Tingfeng, former Party secretary and president of the Henan Branch of the China Construction Bank. This has sent a strong signal that we will start with and be strict with the "key few". Disciplinary inspection and supervision organs at all levels will keep a close watch on the "key few", strengthen the analysis of reports and problem leads involving "top leaders" and members of leading bodies, and strictly investigate disciplinary and law-breaking issues. We will achieve breakthroughs in key areas to drive overall progress and continuously expand the depth and breadth of the fight against corruption.

While maintaining a bottom line and a solid "back wall", we adhere to the principle of learning from past mistakes to prevent future ones and treating the sick to save lives. The notification shows that in the first quarter of this year, the national disciplinary inspection and supervision organs criticized and dealt with 375,000 people through the "four forms of discipline". This reflects that the disciplinary inspection and supervision organs at all levels have implemented the requirements of leniency and severity in combination and strict management with deep care, and have made efforts in precision, standardization and effectiveness, applying the "four forms of discipline" throughout the entire process and all aspects of promoting comprehensive and strict governance of the Party, rectifying conduct and combating corruption, and promoting the majority of Party members and cadres to be enterprising and proactive under the premise of abiding by regulations and discipline.
It is worth noting that this is the first time that the Central Commission for Discipline Inspection and the National Supervisory Commission has released the statistics on the application of the "Four Forms of Supervision and Disciplinary Actions" by national disciplinary inspection and supervision organs in the first quarter of the year in accordance with the adjusted statistical criteria. According to the "Trial Measures for the Accurate Application of the Four Forms of Supervision and Disciplinary Actions by Disciplinary Inspection and Supervision Organs" issued by the General Office of the Central Committee of the Communist Party of China, the Central Commission for Discipline Inspection and the National Supervisory Commission has made corresponding adjustments to the statistical indicator system of the "Four Forms of Supervision and Disciplinary Actions". Situations such as conducting talk reminders, criticism and education, ordering self-examination, and admonishing for nascent and trending problems or minor disciplinary violations in terms of work style and discipline continue to be included in the statistics of the first form. However, situations such as the conclusion of talk and letter inquiries and the conclusion of preliminary verifications through face-to-face interviews are no longer included in the statistics.
According to the report, 187,000 people were criticized, educated and dealt with through the first form of disciplinary measures, accounting for 49.9% of the total number of people. This fully demonstrates that the discipline inspection and supervision organs have integrated supervision into daily work and made it a regular practice. They have made it a norm to catch problems early and deal with them promptly, reminding people at the first sign of trouble, inquiring about any reports they receive, and handling any problems that arise, thus effectively putting supervision at the forefront.
Meanwhile, the third and fourth forms accounted for 5.3% and 5.2% respectively. This indicates that the disciplinary inspection and supervision organs at all levels have never slackened in punishing corruption. With the vigilance and intensity of zero tolerance, they have used the punishment of corruption as a powerful backing for effective supervision and resolutely eradicated the "sources of pollution".
The "Four Forms of Supervision and Discipline" are highly political, policy-oriented and strategic. The Fourth Plenary Session of the 20th Central Commission for Discipline Inspection emphasized the need to consolidate and deepen the accurate application of the "Four Forms of Supervision and Discipline", and called for the in-depth implementation of the "Trial Measures for the Accurate Application of the Four Forms of Supervision and Discipline by Disciplinary Inspection and Supervision Organs", adhering to the principle of learning from past mistakes to avoid future ones and curing the sick to save the wounded, catching problems early and nipping them in the bud, and giving full play to the role of the first form of supervision and discipline as a preventive measure.
Disciplinary inspection and supervision organs at all levels have continued to consolidate and deepen the achievements of Party discipline learning and education, accurately grasp policies and strategies, strictly standardize work procedures, apply the "four forms of discipline" in a realistic and fact-based manner, exercise their powers in accordance with regulations, discipline and law, and achieve leniency and severity in a balanced way and with precision. They have comprehensively exerted the educational, restrictive, safeguarding and motivating roles of Party discipline, striving to achieve a unity of political, disciplinary and legal, and social effects.
Address the prominent problems strongly reflected by the people and earnestly safeguard the people's interests.
Addressing the malpractices and corruption close to the people is crucial to public welfare and the people's support. Judging from the number of people punished as announced, over 130,000 people in rural areas, enterprises and other sectors were punished in the first quarter, accounting for over 70% of the total punished. This is a concrete practice of the discipline inspection and supervision organs in adhering to the fundamental political position of putting people at the center, deeply rectifying corruption and malpractices close to the people, and earnestly safeguarding the interests of the people.
Disciplinary inspection and supervision work is about the people and the masses. Safeguarding the immediate interests of the people is the responsibility and mission of the disciplinary inspection and supervision organs. In April last year, the Central Commission for Discipline Inspection and the National Supervisory Commission launched a nationwide campaign to intensively rectify malpractices and corruption close to the people. With concentrated time, energy and resources, they strictly investigated petty corruption and corrected prominent problems strongly reflected by the people, launching an offensive that concerns the immediate interests of the people.
The rectification of misconduct and corruption close to the people cannot be achieved overnight. The Fourth Plenary Session of the 20th Central Commission for Discipline Inspection emphasized that "we should focus on the key and weak links at the county level and below, and make another two years of vigorous efforts to ensure greater results."
Further improve the institutional mechanisms, and build a coordinated system featuring the Party committee and government taking the main responsibility, the discipline inspection commission taking the lead in overall coordination, departments working in concert to promote, and cities and counties taking the lead in implementation and combat. Ensure that responsibility implementation is "in one rope" and planning and deployment are "in one chess game". Furthermore, the notification continues to send a strong signal to the entire society that both bribery and bribery solicitation will be investigated together. In the first quarter of this year, disciplinary inspection and supervision organs across the country initiated investigations into 7,027 individuals for bribery solicitation and transferred 954 cases to procuratorial organs.
Only by having a clear understanding of the situation can we accurately grasp the direction. At present, the existing corruption has not been completely eradicated, and new cases continue to occur. The task of eliminating the breeding ground and conditions for corruption remains arduous and challenging.
