On the same day, Zhang Yongchun briefly reported to the Legislative Council of the Special Administrative Region on the main work plan of the administrative and legal field for 2025. He pointed out that there are still some problems in the public sector, such as bloated structure, overlapping functions, or unclear allocation of powers. Meanwhile, in some traditional or emerging fields where there is a lack of public management or services, it is necessary to strengthen the authority of relevant departments. In response to the above issues, the SAR government will carry out an orderly restructuring of its functional structure. The main idea is to merge and restructure departments with strong functional relevance; For issues such as overlapping departmental functions and unclear division of labor, carry out functional transfer or clarify the main responsible department; For areas where there is a lack of management or service, a dedicated department should be identified and given corresponding authority; Establish unified standards for the establishment and scale of government departments, review the responsibilities and internal structure of each department, and make necessary simplifications. Zhang Yongchun stated that the merger and streamlining of relevant departments will be initiated in stages starting from the administrative and legal field. Considering that the functional positioning and operation of the Administrative Public Service Bureau cannot meet the needs of promoting public administration reform, the first step will be to initiate the restructuring of the Administrative Public Service Bureau, clarify its functional positioning, reduce internal subsidiary units with overlapping functions, and strengthen its overall role in public administration reform and personnel management. He stated that the SAR government will start from various aspects such as the oath of office, post management, promotion, training, accountability, and electronic internal management to improve the management system of civil servants, enhance work ability and efficiency, and strengthen service awareness.
