Multiple regions introduce industrial support policies to compete for the "Artificial Intelligence+" track
2025-04-18
Recently, the "Implementation Plan for Building a High Ground for the Development of Artificial Intelligence Industry in Hangzhou City (2025 Edition) (Draft for Comments)" (hereinafter referred to as the "Implementation Plan") was publicly solicited for opinions from the society. The Implementation Plan proposes that by the end of 2025, Hangzhou will cultivate and form 2 basic large-scale models with international first-class level, and more than 25 industry application large-scale models with significant industry influence. With the implementation of phenomenon level artificial intelligence applications such as DeepSeek, the development of the artificial intelligence industry has attracted attention from various parties. Since the beginning of this year, various regions have been competing in the "Artificial Intelligence+" track, intensively introducing relevant support policies and making efforts to cultivate the artificial intelligence industry. Zhu Keli, Executive Director of the China Information Association and Founding President of the National Research Institute for New Economy, stated in an interview with reporters that the intensive introduction of policies by local governments to further guide capital and resources to accelerate their concentration in the field of artificial intelligence will contribute to the cultivation and rapid growth of the AI industry. To form a national AI map, the 2025 Government Work Report proposes to continue to promote the "AI+" action. At present, including Hangzhou, key cities such as Beijing, Shanghai, Shenzhen, and Tianjin have issued or are planning to issue action plans or plans to promote the development of the artificial intelligence industry, striving to create a highland for the development of artificial intelligence. For example, the "Three Year Action Plan for Promoting Innovative Development of Artificial Intelligence in Tianjin (2025-2027) (Draft for Comments)" has been publicly solicited for opinions since April 15th. It proposes that by 2027, 50 key core technologies will be overcome in the fields of GPU (graphics processing unit), AI (artificial intelligence) operating system, industrial software, intelligent equipment, etc., and 20 key new products will be formed. In March, Shenzhen released four action plans, including the "Action Plan for Accelerating the Construction of an Artificial Intelligence Pioneer City (2025-2026)" and the "Action Plan for Accelerating the Development of the Artificial Intelligence Terminal Industry in Shenzhen (2025-2026)", covering multiple aspects such as building an artificial intelligence pioneer city, supporting the artificial intelligence terminal industry, developing embodied intelligent robots, cultivating gazelle and unicorn enterprises. In February, Beijing released the "Beijing Action Plan for Innovative and Industrial Cultivation of Tailored Intelligent Technology (2025-2027)", targeting the cutting-edge field of artificial intelligence technology, embodied intelligence, and striving to create an internationally influential source of innovation and growth pole for embodied intelligence technology and industrial development. Policies in various regions are characterized by strong targeting, good coordination, and large resource investment. These tailored strategies can help form an industrial ecosystem with complementary advantages Zheng Yangyang, an AI industry researcher at Samoyed Cloud Technology Group, analyzed that comprehensive policy support from various regions provides a favorable environment for the promotion of the "AI+" action, which helps cultivate future industries and seize new industrial tracks. In Zhu Keli's view, the central government has set the tone to promote the development of the artificial intelligence industry, while local governments have introduced a combination of policy support measures and tailored tasks to local conditions, which is equivalent to turning top-level design into an actionable action list. At the same time, different policies in different regions are also restructuring the division of labor in the regional industrial chain. Hangzhou pays more attention to the bottom computing power and data ecology, Beijing pays attention to the breakthrough of embodied intelligence cutting-edge technology, and Shenzhen focuses on terminal applications. This differentiated layout can not only avoid duplication of "introspection", but also make the national AI landscape complementary. Part of the 'bottlenecks' urgently need to be resolved. China's artificial intelligence industry is flourishing, with policy support emerging one after another, startups competing to emerge, and new products and applications accelerating their landing. According to the data of the Ministry of Industry and Information Technology, by the end of September last year, the scale of China's AI core industry had reached nearly 600 billion yuan, with more than 4500 related enterprises. The report released by CCID Consulting AI and Big Data Research Center predicts that China's AI industry will show a significant growth trend in the next 10 years and occupy an important position in the global market. From 2025 to 2035, the scale of China's AI industry is expected to grow from 398.5 billion yuan to 1729.5 billion yuan, with a compound annual growth rate of 15.6%. In order to continuously promote the deepening and implementation of the "Artificial Intelligence+" action, some "bottlenecks" in the process of industrial development urgently need to be overcome, and policy support is indispensable. Zhu Keli believes that the biggest bottleneck in the current development of the artificial intelligence industry is the gap between technology implementation and commercial closed loop. Some companies hold algorithm patents but cannot find large-scale application scenarios. In addition, the high cost of computing power has deterred small and medium-sized enterprises, and the lack of rules for cross industry collaboration has also hindered innovation. What policies need to do is to twist the three parallel lines of technology, data, and scenarios into a rope Zhu Keli stated that measures such as establishing a public computing pool, balancing privacy, security, and innovation with a "data sandbox," and cultivating an industrial ecosystem to retain skilled talents can help bridge the path of technology from the laboratory to the market. Currently, some regions are attempting to break through the "checkpoint". As proposed in the "Implementation Plan" to be issued by Hangzhou, the cost of innovation should be shared. Implement policies for computing power coupons and smart coupons. Every year, 250 million yuan of city level computing vouchers will be established to provide subsidies to user enterprises that purchase intelligent computing services and model services, up to 30% of the actual contract amount. Optimizing the funding support system can support the development of artificial intelligence startups and small and medium-sized enterprises Zheng Yangyang stated that in addition, strengthening data security and privacy protection, further improving laws and regulations, and establishing data security supervision mechanisms can also provide legal protection for the development of artificial intelligence enterprises.
