The third is to enhance the core competitiveness of the digital economy. Promote the deep integration of technological innovation and industrial innovation, cultivate and layout digital industry clusters with international competitiveness, regional pillar type, and regional characteristics in a hierarchical manner, promote the high-quality development of data industry and data annotation industry, support artificial intelligence technology innovation and industrial application. The fourth is to promote the deep integration of the real economy and the digital economy. Implement actions to enhance digital consumption and cultivate high-quality e-commerce, and create new scenarios for digital consumption. Deepen the implementation of digital transformation projects, collaborate to build technology and business models, promote the digital transformation of key industries through "one chain, one strategy", explore digital empowerment paths in finance, culture and tourism, healthcare and other fields, build a transformation public service platform, and cultivate digital transformation service providers. The fifth is to promote the standardized and healthy development of the platform economy. Support the innovative development of platform enterprises, strengthen the protection of flexible employment and the rights and interests of workers in new forms of employment, and encourage platform enterprises to open up new employment spaces. Sixth, strengthen international cooperation in the digital economy. Accelerate the development of digital trade, promote the construction of overseas smart logistics platforms, promote the development of cross-border e-commerce, expand the cooperation space of "Silk Road e-commerce", organize the 2025 Shanghai Cooperation Organization Summit Digital Economy Forum with high quality, and explore new models for cross-border data flow management. Seventh, we need to improve the institutional mechanisms for promoting the development of the digital economy. Deepen the digitization reform, increase comprehensive policy support for finance, taxation, and finance, and optimize the discipline settings and talent training models in the field of digital economy in higher education institutions.
