On April 8th, the National Data Administration issued a notice on organizing the pilot work of innovative development of trusted data space in 2025, proposing to focus on areas with strong application demand, good development foundation, high economic and social value, and strong demonstration driving force, and organize the pilot work of trusted data space in three categories: enterprises, industries, and cities. It is reported that the pilot work carried out this time will cultivate a group of trustworthy data spaces with abundant resources, innovative applications, prosperous ecology, and significant results through two years of pilot cultivation. In terms of data resource development and utilization, data security and trustworthy circulation, data element value co creation, and data system mechanism innovation, a replicable and promotable experience model will be formed to explore new models and paths for large-scale circulation and utilization of data resources, accumulate national data infrastructure operation experience, and support the construction of a national integrated data market. The pilot of trustworthy data space will stimulate innovation vitality. Trusted data space is a data circulation and utilization infrastructure based on consensus rules, connecting multiple parties, and realizing data resource sharing and utilization. It is an application ecology for co creating the value of data elements and an important carrier to support the construction of a national integrated data market. In November last year, the National Data Administration issued the "Action Plan for the Development of Trusted Data Spaces (2024-2028)" (hereinafter referred to as the "Action Plan"), proposing to achieve breakthroughs in the operation, technology, ecology, standards, security and other systems of trusted data spaces by 2028, build more than 100 trusted data spaces, form a number of data space solutions and best practices, and basically build a widely interconnected, resource gathering, ecological prosperity, value co creation, and orderly governance trusted data space network. The level of data development, openness, circulation and use in various fields will be significantly improved, and a data ecosystem that is compatible with China's economic and social development level will be initially formed. The Action Plan proposes to develop five types of trusted data spaces, including actively promoting enterprise trusted data spaces, focusing on cultivating industry trusted data spaces, encouraging the creation of urban trusted data spaces, cautiously exploring personal trusted data spaces, and exploring the construction of cross-border trusted data spaces. This pilot project targets three out of the five trusted data spaces, namely enterprises, industries, and cities. Renowned economist and member of the Information and Communication Economy Expert Committee of the Ministry of Industry and Information Technology, Pan Helin, stated in an interview with reporters that these three types of pilot objects are interrelated and mutually reinforcing. Enterprise pilot provides a micro level practical foundation for industry and city pilot, industry pilot realizes collaborative innovation at the industry level on the basis of enterprises, and city pilot coordinates various resources from a macro level. The three jointly construct a three-dimensional pattern of trustworthy data space development, providing rich practical scenarios and comprehensive exploration paths for exploring new models of trustworthy data space development. At the economic level, the trustworthy data space breaks down data silos, promotes the circulation and integration of data elements between different industries and enterprises, unleashes the value of data, stimulates innovation vitality, and promotes industrial upgrading and economic growth Pan Helin stated that at the societal level, a trustworthy data space can help improve the efficiency and quality of public services. For example, data sharing in the medical field can accelerate the development of disease diagnosis and treatment plans, and data exchange in the education field can achieve precise delivery of personalized educational resources. From the perspective of national governance, the trustworthy data space provides richer data support for precise government decision-making, helps modernize social governance, and enhances the level of refinement and intelligence of social governance. Multiple parties work together to promote the development of trustworthy data spaces. The three types of trustworthy data spaces piloted this time are all active areas for the development and utilization of data resources. Enterprises are the mainstay of the market economy and the main demander and producer of data; For cities, the government needs to optimize urban governance through data elements, and there is a strong demand for data elements; For the industry, if a trusted data space is set up for a single enterprise, other enterprises may not be able to benefit from the circulation of data elements, so it is necessary to layout the data trusted space from the perspective of the entire industry. In this regard, the pilot work proposes to support leading enterprises and other operating enterprises in establishing trustworthy data spaces, deepen data-driven innovation practices, and improve data supply mechanisms. Provide inclusive and convenient data products and services to small and medium-sized enterprises, empowering them to innovate with data. Targeting industries such as new materials, technology, energy, logistics, and healthcare, we support the cultivation of trustworthy data spaces for specific industries and establish a data circulation and utilization mechanism for joint construction, governance, and win-win outcomes. Exploring effective mechanisms and incentive measures for innovative applications such as public data fusion and enterprise data, and building an urban data resource system around the demand for comprehensive digital transformation of cities. At the same time as the pilot work is being carried out, various regions have also issued policy documents to develop distinctive and trustworthy data spaces. The work plan for promoting the development of trustworthy data space in Jiangsu Province focuses on the construction of data space around 16 advanced manufacturing industries, 5 internationally competitive and 10 domestically leading strategic emerging industry clusters in Jiangsu. Beijing takes the lead in creating a trustworthy data space in the financial sector, gathering 220 types of data resources and comprehensively covering more than 3.3 million market entities, supporting the development of the capital's digital economy. Hunan Province proposes to build a number of industry trusted data spaces around the "4 × 4" modern industrial system and 13 key industrial chains, promote end-to-end data circulation, sharing and utilization of the industrial chain, explore the construction of trustworthy data spaces in urban areas with the integration of Changsha, Zhuzhou and Xiangtan as the core, and promote efficient data circulation and collaborative applications. However, the construction of a trustworthy data space still faces numerous challenges. Pan Helin stated that the trustworthy data space involves technologies such as big data, artificial intelligence, and blockchain, making technology integration difficult. In terms of standards, the lack of unified data standards, interface specifications, and security standards has led to poor data flow and difficulty in achieving economies of scale. In terms of talent, there is a shortage of compound talents who understand both data technology and industry business, which will also constrain the in-depth development of pilot work. He suggested strengthening technological research and innovation, organizing joint research and development of industry, academia, research and application, and breaking through key technological bottlenecks. Develop unified data standards, interface specifications, and security standards to provide normative basis for data circulation and sharing. At the same time, to strengthen talent cultivation, universities and vocational colleges should optimize their professional settings and enhance the cultivation of compound talents. Emphasis should be placed on summarizing and promoting pilot experience. On the one hand, enterprises should be actively encouraged to participate in the construction of trustworthy data spaces.
