On April 14th, on the occasion of his state visit to Vietnam in Hanoi, General Secretary of the Communist Party of China and President Xi Jinping published a signed article titled "Joining Hands with Shared Goals to Continue Writing a New Chapter" in the Vietnamese newspaper "People's Daily". The full text of the article is as follows: Together with like-minded people, we move forward and continue to write a new chapter. Xi Jinping, General Secretary of the Communist Party of China Central Committee and President of the People's Republic of China, is full of vitality in the late spring season. On the occasion of the 75th anniversary of the establishment of diplomatic relations between China and Vietnam, I am about to pay a state visit to Vietnam at the invitation of Comrade Su Lin, General Secretary of the Communist Party of Vietnam, and Comrade Liang Qiang, President of Vietnam. This is my fourth time stepping onto this beautiful land since serving as General Secretary of the Communist Party of China and President of the People's Republic of China. I look forward to sharing friendship and discussing cooperation with Vietnamese leaders, and drawing up a new blueprint for building a community of shared future between China and Vietnam in the new era. China and Vietnam are socialist friendly neighbors, sharing common ideals, beliefs, and broad strategic interests. The profound friendship between the two parties and the people of the two countries in their early years has been constantly sublimated in the process of exploring the socialist road in line with their respective national conditions and promoting their respective modernization process. Building a strategically significant China Vietnam community with a shared future is in line with the common interests of both countries, and is conducive to regional and even global peace, stability, development, and prosperity. It is a historical and people's choice. The Sino Vietnamese community of shared destiny is inherited from the distinct red genes. The revolutionary pioneers of the two countries joined hands to explore the path of salvation and survival, making important contributions to the world's victory in the struggle against colonialism and imperialism. The revolutionary sites such as the Vietnamese Youth Revolutionary Comrades Association in Guangzhou, China and the "Viet Minh" Office in Jingxi, Guangxi, are historical witnesses of the revolutionary friendship between China and Vietnam. During the Chinese People's War of Resistance against Japanese Aggression, President Ho Chi Minh successively participated in and supported the Chinese War of Resistance against Japanese Aggression in Yan'an, Guilin, Chongqing, Kunming and other places. China has dispatched military and political advisory teams to support the Vietnamese people's struggle against France, and the Chinese party, government, and people fully support Vietnam's just cause of resisting the United States and saving the country. The deep friendship between Vietnam and China, comrades and brothers, has become an indelible red memory. The China Vietnam community of shared future originated from profound political mutual trust. In recent years, I have had multiple rounds of mutual visits with Vietnamese leaders such as General Secretary Nguyen Phuc Trong and General Secretary Sulin, guiding the construction of a community with a shared future between China and Vietnam. The high-level interactions between the two parties and countries have been closely monitored, and mechanisms such as the China Vietnam Bilateral Cooperation Steering Committee, theoretical seminars between the two parties, friendly exchanges on border defense, and cooperation between the two countries' public security departments to combat crime have been effectively implemented. High level mechanisms such as the Joint Committee of the two countries' legislative bodies have been established, and the "3+3" strategic dialogue on diplomacy, national defense, and public security between the two countries has been successfully held. On many international and regional issues, China and Vietnam have similar positions and close cooperation. The China Vietnam community of shared destiny is rooted in a rich fertile ground of cooperation. Against the backdrop of weak global economic recovery, China Vietnam industrial and supply chain cooperation is becoming increasingly close. China has been Vietnam's largest trading partner for over 20 consecutive years, with bilateral trade exceeding 260 billion US dollars by 2024. More and more high-quality Vietnamese agricultural products such as durian and coconut are entering millions of households in China. The interconnection of railways and the construction of smart ports between the two countries are progressing in an orderly manner. Clean energy projects such as photovoltaics and waste to energy generation are effectively ensuring Vietnam's power supply. The Hanoi Light Rail Line 2, constructed by Chinese enterprises, has facilitated daily travel for citizens. The mutual achievements and common development between China and Vietnam vividly illustrate the meaning of solidarity and cooperation among countries in the global South. The China Vietnam community of shared future is advancing through close cultural exchanges. In recent years, cultural exchanges between China and Vietnam have taken bigger and bigger steps, and the people of the two countries have become closer and closer. In 2024, there will be over 3.7 million Chinese tourists visiting Vietnam. The De Tian (Ban Yue) Waterfall Cross border Tourism Cooperation Zone has officially begun operation, and multiple cross-border self driving tour routes have been opened, making "one-day trips between the two countries" a reality. Chinese film and television works, as well as electronic games, have become hot topics of discussion among Vietnamese youth, driving the continuous rise of the "Chinese fever" in Vietnam. Many Vietnamese songs are popular on the Chinese Internet, and Vietnamese food such as river noodles attracts many Chinese people to taste. Currently, the changes in the world, the times, and history are unfolding in unprecedented ways, and the world has entered a new period of turbulence and transformation. Faced with the rise of unilateralism and protectionism, the Chinese economy has risen to the challenge and achieved 5% growth by 2024, contributing around 30% to world economic growth and continuing to be an important engine of the world economy. China's new energy industry, artificial intelligence, and animation film and television are attracting global attention. China will persist in providing more opportunities for the world through high-level opening-up, and promote the common development of all countries through its own high-quality development. Asia is a highland for global cooperation and development, standing at a new starting point for achieving overall revitalization and facing unprecedented opportunities and challenges. China will maintain the continuity and stability of its foreign policy towards its neighbors, adhere to the principles of friendship, sincerity, mutual benefit, and inclusiveness, and deepen friendly cooperation with neighboring countries to jointly promote the modernization process in Asia. China is comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese path to modernization. Vietnam is about to open a new era of national development and march towards the "two centenary goals" of the founding of the Party and the nation. China has always regarded Vietnam as a priority direction for its neighboring diplomacy. We need to comprehensively deepen the construction of a community with a shared future between China and Vietnam, and make positive contributions to peace, stability, development, and prosperity in Asia and even the world. ——Deepen strategic mutual trust and promote the development and growth of the socialist cause. We must adhere to high-level leadership, give full play to the coordinating role of the China Vietnam Bilateral Cooperation Steering Committee, deepen cooperation among party, government, military, law enforcement and security departments, work together to address external risks and challenges, and jointly safeguard political security. China is willing to deepen the exchange of governance experience with Vietnam, jointly explore and enrich socialist theory and practice, and promote the stable and far-reaching socialist cause of the two countries. ——Adhere to win-win cooperation and enhance the well-being of the two peoples. We need to deepen the docking of development strategies, implement the cooperation plan of the two governments on the docking of the "the Belt and Road" and the "two corridors and one circle" frameworks, and create more platforms for economic and technological cooperation. China is willing to cooperate with Vietnam to promote the construction of three standard gauge railway projects in northern Vietnam and build smart ports. China welcomes more high-quality Vietnamese products to enter the Chinese market and encourages more Chinese enterprises to invest and develop in Vietnam. The two sides should strengthen cooperation in the industrial chain supply chain, expand cooperation in 5G, artificial intelligence, green development and other emerging fields, and better benefit the two peoples. ——Strengthen cultural exchanges and tighten the bond of people to people communication. We should take this year's "China Vietnam Cultural Exchange Year" as an opportunity to carry out rich and diverse cultural exchanges. The Chinese side welcomes Vietnamese people to visit various parts of China and encourages Chinese tourists to "check in" at Vietnam's scenic spots. We should jointly hold warm, grounded and popular people to people and cultural exchanges such as the China Vietnam youth friendly meeting and the border people's get-together, dig deep into red resources, tell good stories about friendship between the two peoples, and pass on the baton of China Vietnam friendship from generation to generation. ——Close multilateral cooperation to promote the prosperity and revitalization of Asia. This year marks the 80th anniversary of the victory of the Chinese People's War of Resistance against Japanese Aggression and the World Anti Fascist War, as well as the 80th anniversary of the founding of the United Nations. We must firmly uphold the international system with the United Nations at its core and the international order based on international law, actively implement global development initiatives, global security initiatives, and global civilization initiatives, promote an equal and orderly world multipolarization, inclusive and inclusive economic globalization, and work together with countries in the global South to safeguard the common interests of developing countries. Trade wars and tariff wars have no winners, and protectionism has no way out. We must firmly uphold the multilateral trading system, maintain the stability of the global industrial and supply chains, and maintain an open and cooperative international environment. We need to strengthen coordination and cooperation within mechanisms such as East Asia Cooperation and Lancang Mekong Cooperation, injecting more stability and positive energy into the turbulent and intertwined world. ——Properly manage differences and maintain regional peace and stability. The successful practice of China and Vietnam in resolving the land border and the demarcation of the Beibu Gulf demonstrates that both sides have the ability and wisdom to solve maritime issues through consultation and negotiation. Both sides should implement the high-level consensus of the two parties and countries, give full play to the role of the maritime negotiation mechanism, properly manage maritime disputes, continue to expand maritime cooperation, and accumulate conditions for the final resolution of disputes. We must comprehensively and effectively implement the Declaration on the Conduct of Parties in the South China Sea, actively promote the consultation on the Code of Conduct in the South China Sea, eliminate interference, gather differences, and truly build the South China Sea into a sea of peace, friendship, and cooperation. Standing at a new historical starting point, China is willing to work hand in hand with Vietnam, carry forward the past and open up the future, continue to write a new chapter in the construction of the China Vietnam community of shared future, and make new and greater contributions to promoting the construction of a community of shared future for mankind.
