Recently, generative artificial intelligence big language models represented by DeepSeek have rapidly landed in many places and been applied in fields such as government affairs, education, and healthcare, demonstrating the strong power of new quality productivity to promote the high-quality development of basic public services. In the field of basic public services, the introduction of new quality productivity has brought about qualitative changes to the main body, supply mode, and application scenarios of public service providers. With the help of emerging technologies such as big data and generative artificial intelligence, public service supply can break through more physical limitations, more accurately meet public needs, and achieve collaborative, precise, and diversified service supply. Generative artificial intelligence enables efficient information exchange and data processing capabilities, enabling public service governance entities to quickly share information, reduce information asymmetry and repetitive labor, enhance cooperation foundations, and promote linkage among governance entities. After the integration of artificial intelligence into multiple government service systems, the efficiency of cross departmental and cross level collaborative governance has been effectively improved. For example, Longgang District in Shenzhen has deployed the district's intelligent office system (OA) "Longxiaoi" application matrix using DeepSeek, providing services to over 20000 public officials in the district and promoting the transformation of government work towards intelligence, collaboration, and data-driven models. This interconnected governance model further breaks down the information barriers in traditional public service supply, promoting efficient integration and collaborative operation of resources. The application of artificial intelligence makes the interaction between governance entities more close and efficient, with a flatter structure, which is conducive to stimulating the initiative of all parties in public service decision-making, supply, and production, and promoting the transformation of the basic public service governance model towards "multi-party co governance". Precision is the key to improving service quality. Generative artificial intelligence has powerful data analysis and processing capabilities, capable of collecting and analyzing large amounts of public service data, accurately predicting public demand, and helping governments and service providers improve the accuracy and adaptability of public services. For example, the Liaoning 12345 hotline platform uses DeepSeek to build a standardized data management system, establish structured data archives, greatly improve data organization efficiency compared to manual processing, and can intelligently extract core features of appeals for deep analysis such as problem tracing, risk warning, and solution suggestions, playing a more timely and targeted role in assisting decision-making. Generative artificial intelligence enables basic public services to meet the personalized needs of different groups through multimodal technology and intelligent services. For example, the Shanghai Education Intelligent Computing Service Platform integrates with the DeepSeek big model to optimize management processes and improve the efficiency of utilizing educational resources; Tongji University Affiliated Shanghai Fourth People's Hospital utilizes artificial intelligence to integrate and analyze massive medical data, assisting doctors in improving diagnosis and treatment efficiency and quality. The application of generative artificial intelligence can support equal access to public services for different regions and populations without time and space limitations, making education, healthcare, and other resources more equitable and inclusive. Generative artificial intelligence, as a representative of new quality productivity, provides strong support for the high-quality development of basic public services. Fully utilizing the innovative advantages of new quality productivity, promoting the intelligent, precise, and diversified development of basic public services, will provide more solid support for improving the system of basic public services.
