On the 9th, the General Administration of Customs issued a notice stating that according to the relevant announcement of the Tariff Commission of the State Council, starting from 12:01 pm on April 10, 2025, an additional 84% tariff will be imposed on all imported goods originating in the United States on the basis of the current applicable tariff rate; Goods that have been shipped from the place of origin before 12:01 on April 10, 2025 and imported between 12:01 on April 10, 2025 and 24:00 on May 13, 2025 (hereinafter referred to as "in transit goods") will not be subject to the additional tariffs imposed this time. The announcement from the General Administration of Customs shows that all goods declared for import originating in the United States starting from 12:01 pm on April 10, 2025 will be subject to additional tariffs based on the current taxation method and applicable tariff rates (the sum of the current most favored nation tariff rate or provisional tariff rate and the implemented additional tariff rate). For 'goods in transit', importing enterprises may apply for exemption from the additional tariffs imposed this time. Importing enterprises should verify the transportation status of goods originating from the United States on their own, confirm that the transportation vehicle carrying the relevant goods has departed from the place of origin before 12:01 pm on April 10, 2025, and declare the import of the relevant goods before 24:00 am on May 13, 2025. The "goods in transit" that apply for exemption from the current tariff should be declared for import after the transportation vehicle carrying the goods has declared for entry; For imported goods under special customs supervision areas, bonded supervision sites, and other trade modes such as outbound domestic sales and outbound processing trade, and domestic sales outside the area, if applying for exemption from the current additional tariff, the declaration for domestic sales import should be made before 24:00 on May 13, 2025.
