Resolve the structural contradiction of mismatched supply and demand of human resources

Recently, the General Office of the Communist Party of China Central Committee and the General Office of the State Council issued the "Opinions on Accelerating the Construction of a High Quality Employment Service System for Graduates of Ordinary Higher Education Institutions" (hereinafter referred to as the "Opinions"). On April 8th, the head of the Department of College Students (Department of Employment Services for College Graduates) of the Ministry of Education pointed out in response to a reporter's question that building a high-quality employment service system for college graduates is an important focus for promoting a virtuous cycle of education, technology, and talent. After the issuance of the Opinion, it will effectively promote the implementation of moral education and talent cultivation, further optimize the employment system and mechanism for college graduates, solve the structural employment contradiction of mismatch between human resources supply and demand, and promote high-quality and full employment for college graduates. College graduates are valuable talent resources for the Party and the country. The Party Central Committee and the State Council attach great importance to the employment of college graduates. At present, China's higher education has entered the stage of popularization, and the scale of college graduates continues to grow. Starting from 2022, it has exceeded 10 million for three consecutive years and has become the absolute mainstay of new urban employment in China. To promote the adaptation of talent supply and demand in higher education and provide stronger talent support for high-quality economic and social development, it is urgent to highlight problem orientation and focus on solving problems such as supply-demand adaptation, service upgrading, and mechanism optimization. The Opinion emphasizes the optimization of the training supply system, upgrading the traditional employment service system, and consolidating the support and guarantee system, that is, to optimize the training supply, employment guidance, job recruitment, assistance, monitoring and evaluation services throughout the entire chain, develop more job positions that are conducive to giving full play to the strengths learned, and improve the supply-demand docking mechanism. The Opinion puts optimizing the training supply system as the top priority in building a high-quality employment service system for college graduates. The problem of insufficient adaptation between current higher education supply and social demand urgently needs to be solved. It is expected that the total number of college graduates will continue to increase in the next 10 years, and solving the problems of the authenticity of social demand, the effectiveness of education supply, and the accuracy of supply and demand adaptation has become an urgent issue that the current education system needs to address. The Opinion focuses on promoting the establishment of a research and release mechanism on talent development trends and gaps on the social demand side, and the construction of a higher education management system and talent training model guided by promoting supply-demand adaptation in the education system. This is an important prerequisite for building a high-quality employment service system. Specifically, the Opinion focuses on the demand side of talent and proposes scientific analysis of talent development trends and supply and demand conditions. Regarding the supply and demand situation, it is proposed to promote the sharing and collection of talent demand data and establish a talent demand database. Regarding the trend of talent development, it is proposed to conduct a forward-looking analysis of the supply and demand relationship of talents, and regularly release a list of urgently needed disciplines and majors for guidance and development. The Opinion also focuses on the supply side of education, proposing dynamic adjustments to the layout of higher education majors and resources. To promote the scale, structure, and quality of higher education to better meet the requirements of high-quality economic and social development, it is proposed to optimize the types and regional layout of university levels, adjust the setting of disciplines and majors, and optimize the allocation of university resources. The Opinion also points out the need to strengthen employment feedback, improve enrollment plans, talent cultivation, and employment linkage mechanisms. For the adjustment of enrollment plan, propose to optimize the allocation method of enrollment plan. For the reform of talent cultivation mode, it is proposed to encourage universities to establish more flexible learning systems and update talent cultivation plans based on professional standards. At present, the joint efforts of job seeking and recruitment are still insufficient, and cannot fully meet the needs of college graduates for high-quality services. The Opinion also proposes to improve the job search and recruitment system by emphasizing the important role of campus recruitment activities in promoting job matching, highlighting precise and convenient guidance, and launching a series of new measures; Promote talent services in key areas, propose to provide diversified and precise employment services in response to major national strategies and other needs; Optimize and standardize recruitment arrangements and order, propose to coordinate the recruitment (recruitment) schedule of party and government organs, public institutions, state-owned enterprises, etc., and at the same time, universities should coordinate the process of education, teaching, and employment work, reserving time for graduates to seek employment during their school years; Encourage the role of multiple stakeholders, focus on expanding market-oriented and socialized employment channels, and develop new employment growth points. The person in charge emphasized that the employment of college graduates is closely related to both internal and external education, and affects thousands of households.
