Not long ago, the Ministry of Education, the National Language Commission, and the Cyberspace Administration of China issued the "Opinions on Strengthening the Construction of Digital Chinese and Promoting the Development of Language and Writing Informatization" (hereinafter referred to as the "Opinions"). The Opinion aims to promote the construction of digital Chinese, and based on this, enhance the practical ability of language and writing services for digital education, digital technology, digital culture, digital economy, and digital society construction, and promote the deep integration of language and writing with information technology. Digital Chinese, as a product of the combination of language and information technology, is a typical compound production factor. Composite talents who understand language laws and are proficient in intelligent technology play a key role in achieving deep integration of language technology and social needs. Currently, China's language intelligence industry is developing rapidly and achieving remarkable results. At the same time, it also faces a structural contradiction between "fast technological iteration" and "slow application implementation". The breakthrough progress in technologies such as big language modeling and multimodal interaction is in stark contrast to the insufficient development and utilization of Chinese digital resources and weak adaptability to intelligent service scenarios. The root cause lies in the lack of computational thinking among traditional linguists, and the difficulty for information technology professionals to grasp the intrinsic characteristics and social functions of Chinese language and writing. Only by cultivating compound talents in "language+technology+field" can we effectively connect the innovation chain from basic research to industrial application. As is well known, cultivating versatile talents requires breaking through traditional disciplinary barriers. The Opinion also proposes to support the deep integration and development of language disciplines and multiple disciplines in higher education institutions, and strengthen the cultivation of "language+artificial intelligence" composite talents. Considering the disciplinary characteristics of artificial intelligence, emphasis should be placed on achieving organic integration of language science, computer science, data science, and even specific application fields in training. It is necessary to have a deep understanding of the ontological laws of Chinese language and writing, such as sound, form, meaning, and logic, as well as engineering skills such as natural language processing and language resource construction. It is also necessary to understand the functional characteristics of language in digital education, cultural inheritance, and other scenarios. This requires the current education system to break down professional barriers and establish a gradual training chain of "language ontology digital modeling scenario application" in curriculum design. In terms of shaping practical abilities, the Opinion requires the cultivation of composite talents to rely on innovative mechanisms that deeply integrate industry and education. At present, a relatively mature integration method is to jointly develop digital Chinese service products, carry out resource construction, organize social services, etc. through school enterprise co construction of laboratories, training bases, etc., to cultivate digital scene innovation ability and language awareness through real projects. At the same time, in the era of digital intelligence, we should attach great importance to safety and ethical education, and integrate the principle of intelligent governance into the training process in a targeted manner, so that the target talent group can not only master technological innovation, but also safeguard the healthy development of the Chinese digital ecosystem. To implement the construction goals proposed in the Opinion, it is necessary to establish a cross departmental talent collaboration mechanism. The three ministries that issued the 'Opinions' are also the three leading departments of the talent cultivation mechanism. The specific implementation plan for digital Chinese talents led by the Ministry of Education, the Cyberspace Administration of China providing practical scenarios in areas such as data openness and computing power support, and the National Language Commission improving the regulatory system for Chinese digital talents. We can draw on mature interdisciplinary training models internationally and design a digital Chinese talent training plan that combines macro and micro perspectives. It is worth noting that linguistics, represented by the Chinese language discipline, is facing various challenges. The release and implementation of the "Opinions" is also an opportunity to promote the transformation of disciplines, achieving a two-way transition between "humanities and engineering" and "humanities and sciences". The construction of digital Chinese is a historical opportunity for the modernization and transformation of the language and writing industry. It is not a short-term plan that can be achieved overnight in a few years, but rather a long-term task. Only a robust mechanism for cultivating composite talents and continuous training actions can solidify talent support for achieving the qualitative change from "Chinese digitalization" to "digital culture", and contribute Eastern wisdom to global digital governance.
