Low altitude economy needs to fly steadily when it takes off

To promote the safe and healthy development of the low altitude economy, it is necessary to correctly handle the relationship between "flying" and "ensuring safety", and deepen the dialectical unity of the two from the dimensions of technology, policy, and ecological coordination. On the one hand, it is necessary to activate the five elements of "sky, earth, people, aircraft, and chain" to help the low altitude economy fly faster. Firstly, build the sky road to provide airspace for 'flying'. Continuously promote the reform of air traffic control system, deepen the reform of low altitude airspace management, promote the relaxation of airspace policies and pilot projects, and open more low altitude air routes in pilot areas such as Shenzhen and Suzhou. Promote 5G-A/6G network coverage, deploy the "Beidou+5G" high-precision positioning system, and control the positioning error at the centimeter level. Establish dynamic hierarchical partition airspace and achieve dynamic adjustment through digital twin technology. Develop rules and standards for the use of airspace at different altitude levels, establish a national level low altitude intelligent supervision platform, achieve "one map to view the entire area, one screen to manage the entire process", and achieve "clear sky, automatic reporting, one click intelligent control, and safe flight" in suitable flight areas. Secondly, establish a base to ensure the safety of 'flying'. Comprehensively optimize the infrastructure of general aviation airports, take-off and landing points, ground service stations, air traffic control towers, and possible emergency take-off and landing points along the way, and build a micro hub network of "vertical take-off and landing sites+charging stations+meteorological stations" to meet the needs of intelligent drone flight. Plan to build a "5G navigation+unmanned aerial vehicle nest" logistics dedicated channel along highways and high-voltage power grids to reduce the risk of communication blind spots. Promote shared takeoff and landing sites, and establish standards for the conversion of community rooftops and parking lots into vertical takeoff and landing sites. Thirdly, cultivate talents and provide a team for 'flying'. In recent years, nearly a thousand national drone training institutions and examination centers have been established, and tens of thousands of drone application talents have obtained certification and obtained drone pilot licenses issued by the Civil Aviation Administration of China. Support the human resources and social security system to carry out low altitude vocational qualification certification, covering millions of employees. Fourthly, airworthiness provides a carrier for 'flying'. At present, there are tens of thousands of drone manufacturing technology enterprises nationwide, with about 800 models applying for airworthiness certification, but very few have obtained airworthiness certification. The lack of airworthiness and difficulty in airworthiness of drones is a current focus of social concern, and it is necessary to mobilize industry associations and research institutions to jointly promote aircraft airworthiness certification services. Fifthly, chain cooperation enables "flying up" to have industries. Give full play to the role of associations in expanding scenarios, strengthening cooperation, and empowering efficiency, encourage dispersed drone operation companies to join industry associations, and quickly obtain airspace use permits through the "One Stop Network" platform. Support the establishment of cooperation platforms between associations and local governments, and co organize events such as the Zhuhai Air Show and the Tianjin International Shipping Industry Expo to promote industrial cooperation. Expand the application of drones in agricultural and forestry crop protection, urban logistics, power grid and railway, oil and gas pipelines, hydrological monitoring and other scenarios, advocate planning a 10 minute air commuting circle and a 1-hour cross city logistics network. Collaborate with companies such as SF Express and JD.com to promote the application experience of unmanned aerial vehicles in "transporting mountain treasures, picking good tea, transporting rare minerals, collecting samples, and delivering seafood", reducing costs and increasing efficiency in logistics distribution. On the other hand, it is necessary to coordinate development and security, achieve a dynamic balance between market demand and security guarantees, and focus on building a positive cycle of "safety flight application ecology development", so that the low altitude economy can "fly fast" and "fly steadily". Firstly, adhere to scientific concepts to ensure safety. For a long time, China's civil aviation safety supervision has achieved world-class performance, mainly due to the consistent adherence to the concept of "safety first" and the prioritization of operational safety and life safety. Secondly, adopting science and technology to ensure safety. Scientific management of low altitude airspace, promotion of three-dimensional digital airspace pilot, promotion of dynamic management of airspace grid, implementation of centimeter level real-time monitoring through "5G+Beidou", integration and unified management with the Civil Aviation Administration of China's UOM system. Build a low altitude threat database, enhance signal anti-interference capability, strengthen aircraft environment perception and autonomous obstacle avoidance, provide real-time training samples for aircraft AI obstacle avoidance algorithms, and ensure real-time data transmission security for low altitude flight through blockchain technology. Thirdly, optimize regulatory mechanisms to ensure safety. Establish a responsibility definition mechanism, stimulate and assist enterprises to effectively fulfill their safety responsibilities, and introduce a mandatory insurance system to diversify and resolve risks. Strengthen the capacity building of the entire industry's safety main body team, strictly enforce rules and regulations, conduct strict safety incident investigations, carry out accident tolerance capacity building, and define the bottom line of accident tolerance in the "development period and pilot zone". Establish an industry blacklist sharing mechanism, develop a public supervision platform, open a "low altitude safety casual shooting" reporting channel, implement joint punishment for illegal modification of aircraft, malicious black flying and other behaviors, and give priority rewards for airspace use to units and individuals who provide major clues. Fourthly, establish regulations and standards to ensure safety. According to the basic framework of the International Civil Aviation Organization Convention, we will comprehensively implement risk prevention and control mechanisms, improve regulations and standards, scientifically evaluate safety levels, promote self-discipline conventions for the safe flight industry, and white papers on social responsibility of low altitude economic enterprises, so that safety development can be guided by rules.
