The "Interim Measures for Domestic Coordination and Management of Satellite Networks" (hereinafter referred to as the "Measures") will come into effect on May 1st, aiming to further stimulate the vitality of aerospace enterprises and promote the high-quality development of the aerospace industry. Domestic coordination of satellite networks refers to the frequency coordination between China's satellite networks and between satellite networks and ground radio stations (stations) within the framework of the International Telecommunication Union's Radio Regulations. The Measures have standardized and optimized the domestic coordination of satellite networks, clarified the basic principles of domestic coordination, and made provisions on the criteria for determining the status of domestic coordination, the division of responsibilities among various units, interference disposal, and supervision measures; The domestic coordination procedures have been standardized, and the conditions and processes for establishing domestic coordination relationships have been clarified. The time requirements for collecting, summarizing, and publicizing domestic coordination needs, as well as coordinating feedback, have also been established. In addition, the Measures have optimized the domestic coordination mechanism, strengthened the coordinating role of the National Radio Office, and proposed situations where there is no need to establish domestic coordination relationships, reduced the scope of domestic coordination objects, introduced five forms of completing domestic coordination, and reduced the complexity of domestic coordination. According to the Measures, satellite networks with lower coordination status in China should actively take practical and feasible measures to avoid harmful interference to satellite networks with higher coordination status, and should not make protection requests from harmful interference to satellite networks with higher coordination status in China. The Measures also encourage satellite operating units to coordinate through strengthening cooperation and technological innovation. For technical issues that are difficult to coordinate, support coordination through pilot testing and experimental verification. It is understood that in the next step, the Ministry of Industry and Information Technology will strengthen the promotion and interpretation of the "Measures", formulate supporting systems, and ensure that all measures are implemented.
