Summary of the effectiveness of the central ecological environment protection inspection in continuously strengthening the rectification of formalism

2025-04-08

Currently, the third round of central ecological environment protection inspections is underway, and three batches of inspections have been completed for some provinces and central enterprises. How to reduce ecological formalism in inspections? How to reduce the burden on grassroots? The reporter interviewed the relevant person in charge of the Central Ecological Environment Protection Supervision and Coordination Bureau. The person in charge introduced that the central ecological and environmental protection inspection has always taken a clear stance against formalism in ecological and environmental protection and the use of ecological and environmental protection as a cover for "one size fits all". It is regarded as an important part of implementing the deployment of the Party Central Committee to rectify formalism and reduce the burden on the grassroots, and as an important measure to rectify the unhealthy practices around the masses, which runs through the entire process of inspection work. The reporter reviewed the previous inspection situation and found that some places still have simplified rectification problems such as "closing the inspection" and "stopping before proceeding"; Some places adopt a "one size fits all" approach to passively respond without discrimination; Some places still adopt a "sports style" rectification method, which has received strong feedback from the masses. For example, during the inspection of a certain province, a certain district in the area pumped and discharged the black and odorous water discovered during the inspection to another river in a tributary of the Yangtze River in order to complete the rectification work of the black and odorous water body; Scrape the vegetable fields on both sides of the black and odorous water bodies and rivers overnight, and clean up the two livestock farmers near the construction waste storage site in a "sports style" manner. It is required to transport all the livestock in stock within one day, and demolish all the breeding pens and ancillary buildings. The person in charge said that for this "sports style" rectification problem, the inspection team immediately organized interviews with the main responsible comrades in the relevant places, requiring precise and scientific promotion of supervision and rectification, implementation and rectification in accordance with the law, effectively solving prominent ecological environment problems, and continuously improving the quality of the ecological environment. It is understood that in order to avoid and prevent formalism and "one size fits all" issues in the supervision work, the Office of the Central Leading Group for Ecological Environment Protection Supervision has taken many measures. Formulate and issue requirements on rectifying formalism and reducing the burden on grassroots in the entry of central ecological and environmental protection inspections, clearly and resolutely prohibit specific practices related to "one size fits all" under the guise of ecological and environmental protection, and ensure their implementation in inspections. Before the inspection enters, the inspection team will send a special letter to the inspected object, strictly prohibiting the indiscriminate implementation of centralized work stoppages, production shutdowns, and other "one size fits all" issues in response to the inspection. We firmly oppose the wrong practices of not taking action and being slow to take action during normal times, and the practice of "stopping once" and "stopping before" during the inspection. We will also make relevant requirements public to the society. During the inspection period, the inspection team remained highly vigilant, paying attention to relevant information through channels such as public letters and visits and online public opinion. They conducted daily focused screening, conducted in-depth analysis and judgment of suspected issues, and conducted on-site inspections one by one. They focused on addressing, upgrading, and continuously tracking confirmed "one size fits all" issues, urging local authorities to clarify and verify the problems, handle them properly in accordance with laws and regulations, and publicly disclose and provide feedback to the public. Resolutely rectifying formalism and effectively reducing the burden on grassroots is a prominent highlight of the third round and third batch of inspections. The person in charge stated that the central ecological environment protection inspection has refined the rectification formalism to reduce the burden at the grassroots level in all aspects and the entire process of inspection work, reducing the burden and creating high efficiency and a new atmosphere. While simplifying the reception guarantee for inspectors and eliminating layers of accompaniment, the inspection team further improves its work methods - in terms of data retrieval, it fully utilizes the data collected in the previous investigation and collection, does not retrieve data that is too early, does not access publicly available information on the internet, does not retrieve data that has already been identified in the previous investigation, and does not repeatedly access data from multiple sources. The third batch of inspection teams stationed in four provinces in the third round reviewed an average of more than 950 documents, a decrease of 48% compared to the second round of inspections stationed in four provinces. In some individual conversations, the inspection team only talks with the main leaders of the party and government, responsible leaders, and department heads closely related to the ecological environment, significantly reducing the number of interviewees. In on-site inspections, the number of accompanying personnel should be minimized to the greatest extent possible. During on-site inspections, only the responsible department should arrange 1 to 2 people to introduce the situation at specific locations. Both parties should "disperse on site" to dispel the concern of the enterprise that "if you don't receive, you won't pay attention". The person in charge said that some comrades have expressed that the "red tape" of preparing materials, accompanying research, and accompanying meals has been reduced, allowing everyone to free up more time to study and solve problems and promote work implementation. Currently, the third round of central ecological environment protection inspections is underway. The person in charge stated that in the follow-up work, we will resolutely implement the central requirements, continue to promote the reduction of the burden and efficiency of inspection work, and strive to achieve a win-win situation in terms of environmental benefits, economic benefits, and social benefits. One is to further highlight the key areas of inspection, focus on the key areas of concern to the Party Central Committee, society, and the masses, focus on the prominent problems that exist, pay attention to the deep-seated problems that affect high-quality development, and search for problems that are beneficial to both economic development and ecological environment protection through rectification. The second is to further innovate methods and approaches, coordinate the implementation of watershed and provincial inspections, and effectively enhance the strategic, systematic, collaborative, and directional nature of watershed ecological environment protection. At the same time, we should focus on the combination of overall promotion and key breakthroughs, the combination of common and individual problems, and the combination of promoting problem rectification and improving policy mechanisms. The third is to further strengthen the application of new technologies, such as enhancing drone aerial photography, to further improve inspection efficiency. The fourth is to further reduce the burden on grassroots, improve the accuracy of data retrieval, focus on the scope of conversations, simplify service guarantees, strictly manage meetings, simplify on-site accompaniment, and ensure the practical and efficient implementation of inspection work.
