Integrating management with service to bring education and training back to its original intention

Recently, the Ministry of Education issued the "Management Measures for the Application of the National Off campus Education and Training Supervision and Service Comprehensive Platform" (hereinafter referred to as the "Measures"), focusing on better leveraging the role of the National Off campus Education and Training Supervision and Service Comprehensive Platform (hereinafter referred to as the "National Platform") in serving society and supporting supervision, and striving to protect the legitimate rights and interests of parents, students, and all parties involved. The Opinions on Further Reducing the Homework and Extracurricular Training Burden of Students in Compulsory Education issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council propose to "adhere to strict governance and comprehensively regulate extracurricular training behavior". This includes further improving the normalized investigation mechanism, timely grasping the situation and information of off campus training institutions, and perfecting the "black and white list" system. Digitization is a powerful means to enhance the governance level of off campus training. Since its construction in 2021, the national platform has focused on key links such as the entire chain of off campus training and pre fee supervision, and has established a full process supervision service model for off campus training, effectively promoting the compliant operation of training institutions. How to make the national platform more user-friendly and effective? How to better meet the public expectation of "clearer rules, simpler processes, more comprehensive functions, and simpler operations"? From clarifying the functional positioning of the national platform and promoting large-scale applications, to clarifying the responsibilities and authorities of relevant parties, promoting consultation, co construction, and sharing, to building a hierarchical service guarantee system and improving the level of supporting services, the Measures focus on public opinion concerns, based on institutional arrangements, optimize the national platform, and respond to the expectations of all parties one by one. To make the national platform more user-friendly and effective, the prerequisite is to apply it on a large scale. The national platform provides technical support for the full process supervision and service of off campus training through one website (official website) and three platforms (parent app, institution app, and management app). Therefore, parents, training institutions, and regulatory authorities should actively apply it. For example, training institutions should directly enter or systematically connect to the national platform in accordance with policy requirements and technical standards, and introduce, display, and sell relevant courses and services through the national platform. Joining is just the first step. Whether the experience is good or not, and the effect is good or not, users have the most say. To make users feel useful and efficient, the operator needs to improve their service capabilities and enhance service effectiveness. To this end, the national platform has established a dedicated service team to coordinate the construction of the service guarantee system, regularly organize relevant training, and be responsible for handling technical access and other related issues for users at all levels and types. Looking at the original design intention of the national platform, it can be found that it has two major functions: regulation and service. The 2025 Government Work Report states that "the government should integrate management into services and use the warmth of services to enhance the confidence of enterprises. Specifically for the national platform, it is also necessary to integrate management into service, and use the warmth of service to enhance users' confidence. Regulation and service are inseparable and integrated. Effective supervision is conducive to improving the efficiency of services; Providing attentive service is also conducive to achieving regulatory goals. Since its establishment, the national platform has always adhered to the principles of "safeguarding the rights and interests of parents and students, serving regulatory authorities, and regulating the order of extracurricular training", which is precisely the significance of its existence. For example, it is common for off campus training institutions to abscond with payment vouchers, and some even engage in promotions before closing, causing great distress to parents. How to more effectively safeguard the rights and interests of parents? The national platform supports parents and students' online course selection, payment, refund, evaluation, complaints and other needs. To better help parents avoid risks, the national platform publicly displays the "black and white list" of training institutions to the society. At the same time, according to the needs of regulatory work, key indicators such as training institution qualifications, sales order details, fund supervision accounts, and training service quality are monitored. When parents help their children choose extracurricular training, they are no longer blindly following the example, but have a clear understanding in their hearts. For training institutions with good qualifications and reputation, joining the national platform will also receive positive feedback, which will help shape the institution's image and expand its student base. Ultimately, timely exposure by national platforms of "black institutions" that engage in malicious competition, disrupt industry ecology, and harm the rights and interests of parents and students that are lawfully investigated and dealt with can better protect compliance training institutions and make law-abiding training institutions more marketable. Overall, with the national platform as the hub and focusing on the "one network, three ends" to achieve full process supervision and service of off campus training, a governance loop can be achieved through mechanisms such as full chain and pre fee supervision, thus bringing a win-win situation, namely safeguarding the rights and interests of parents, regulating the development of off campus training, and implementing the central "double reduction" requirements. From this perspective, launching and optimizing a national platform is not only an important exploration of the digital transformation of education governance, but also a deepening move of the "double reduction" reform, which is worth looking forward to. The empowerment of digitalization is an effective way to govern off campus training institutions, but it should also be noted that modernizing education governance is not a simple "online migration". Only by taking efficient supervision and heartfelt service as the entry point, reconstructing the education and training ecology, can off campus education and training return to the normal track of educating people, and provide support for the construction of an education powerhouse.
