On March 26th, the General Office of the State Council forwarded a notice from the Ministry of Commerce on "Several Measures to Support the Cultivation and Construction of International Consumer Center Cities" (hereinafter referred to as "Several Measures"). The "Several Measures" propose to "develop low altitude tourism projects". Low altitude tourism refers to the tourism activities conducted in low altitude airspace, relying on general aviation transportation, general aircraft, and low altitude aircraft. Dong Xiaoyu, a specially appointed researcher at the Capital Institute of Science and Technology Development Strategy, told reporters that low altitude tourism is one of the most marketable application scenarios for low altitude economy, and it is also the result of the integration of low altitude economy and cultural tourism industry. Developing low altitude tourism will provide assistance for the high-quality development of local economy, enrich the supply of tourism market products, and accelerate the cultivation of new types of consumption. China has many advantages in developing low altitude tourism projects, including strong manufacturing capabilities for low altitude aircraft, a large tourist base, vibrant consumption of pleasure tourism, and abundant tourism resources. In terms of low altitude aircraft, domestic helicopters, eVTOL (electric vertical takeoff and landing aircraft) and other technologies are constantly iterating and upgrading, providing diversified carriers for the development of low altitude tourism activities. In November 2024, the China Low Altitude Economy Alliance released the "Low Altitude Economy Development Trend Report", which predicts that by 2030, the number of eVTOLs in China's market is expected to exceed 100000. Luo Jun, Executive Director of the China Low altitude Economic Alliance, told reporters that developing low altitude tourism and having safe and reliable low altitude aircraft is one of the core contents. With the support of technological innovation, the flying ability and comfort of low altitude aircraft in China will continue to improve, providing a good riding experience for tourists. Fu Yifu, a special researcher at Su Shang Bank, told reporters that currently, the demand for tourism is increasingly strong, and people are pursuing novelty and excitement, showing a strong interest in personalized, high-quality, and customized tourism products and services. Low altitude tourism projects can better meet the needs of tourists, and the two complement each other. As of now, "City Fly" has emerged in many parts of China. In Sanya, helicopter skydiving, paragliding and other activities have become the new favorite of young tourists; In Shanghai, the "Huangpu River Lujiazui Night Navigation Low altitude Cultural Tourism" project takes tourists to appreciate the city's nighttime scenery; In Dongying, the "Feiyue Yellow River Mouth" low altitude tourism route has been officially opened recently. Experts interviewed generally stated that currently, domestic low altitude tourism projects are still increasing. In the future, "City Fly" is expected to take over from "City Walk" and become a more popular new model in the tourism industry. When it comes to the issues that need to be paid attention to in the development of low altitude tourism projects, Song Xiangqing, Vice President of the Chinese Society of Business Economics, stated in an interview with Securities Daily that the development of low altitude tourism projects should comprehensively consider local policy environment, airspace resources, and geographical conditions. At least the following tasks should be done: first, ensure safe and standardized operations, strengthen pilot training, and regularly maintain low altitude aircraft; The second is to minimize the interference of flight activities on the ecological environment and strengthen the protection and governance of the ecological environment; The third is to develop low altitude tourism according to local conditions, avoiding homogeneous competition and blindly following the trend; The fourth is to establish a coordination mechanism between different departments to provide high-level services for the construction of low altitude tourism projects.
