In recent years, China has vigorously implemented the strategy of innovation driven development, continuously improved entrepreneurship policies, optimized entrepreneurship services, created an increasingly strong entrepreneurial atmosphere, and rapidly developed business entities. According to data released by the State Administration for Market Regulation, in 2024, the development quality of business entities in China will steadily improve, with 189 million registered business entities, an increase of 3.1% from the end of 2023; In the first three quarters of 2024, 7.216 million tax related individual industrial and commercial households were newly established nationwide, a year-on-year increase of 17.4%. Entrepreneurship is the source of employment. A study has found that if a sole proprietorship is successfully established, on average, each household can hire 3 to 5 people; If a private enterprise is successfully established, the average number of people employed per household will increase to 10 to 12. Entrepreneurial activities have not only given rise to a large number of new business entities, but have also become an important tool for stabilizing employment positions and alleviating employment pressure, "said Li Chang'an, a professor at the National Institute of Opening up at the University of International Business and Economics. Chinese workers' independent entrepreneurship is mainly concentrated in the fields of private economy and individual economy. At present, among all operating entities, the number of private enterprises exceeds 57 million, accounting for nearly 92% of the total number of enterprises and providing more than 80% of urban employment opportunities. Individual businesses have also achieved great development, supporting nearly 300 million people in employment. Tian Xuan, Dean of the National Institute of Finance at Tsinghua University, believes that building an entrepreneurship support system requires both hard support from policies, funding, and other aspects, as well as balancing risk tolerance and responsibility boundaries with the rule of law, so that entrepreneurial spirit can truly become the core engine of industrial upgrading. Specialized, refined, and innovative enterprises are regarded as the "leading geese" of small and medium-sized enterprises. How can more "leading geese" leap forward among small and medium-sized enterprises? The China Association of Small and Medium sized Business Enterprises suggests gathering the joint efforts of government, industry, academia, and research to continuously strengthen entrepreneurship and innovation support in increasing policy supply, enriching financial support, integrating technological resources, and providing public services, in order to solve various practical problems faced by entrepreneurs and create a favorable environment for enterprise development. This Opinion focuses on the entrepreneurial needs of entrepreneurs in different business formats at different stages, and clearly targets start-up and growth stage entrepreneurs to carry out basic training such as improving and expanding enterprises, as well as extended training such as expanding business management and growth strategies. Accelerate the development of characteristic training programs around emerging and future industries such as digital economy, green economy, and silver economy to enhance the abilities and qualities of entrepreneurs. Entrepreneurial quality is an important indicator for measuring the efficiency of entrepreneurial activities, which includes multiple aspects such as entrepreneurial rate, entrepreneurial success rate, entrepreneurial group quality, and entrepreneurial level. Li Chang'an introduced that from the actual situation, the quality of entrepreneurship in China has improved to a certain extent, but there are still many gaps and shortcomings. For example, the homogenization of entrepreneurial projects is high, market competition is fierce, and the success rate and sustainability of entrepreneurship need to be improved; The policy services supporting entrepreneurship need to be strengthened, and the social environment and security system that encourage entrepreneurship and tolerate failure need to be improved. We must start by creating institutional mechanisms to promote entrepreneurship, eliminate various factors that hinder entrepreneurial activities and affect entrepreneurial quality, and stimulate the initiative and enthusiasm of workers to start businesses. The Opinion proposes to promote a key project tracking and support incubation model, and provide "tracking and accompanying" assistance within a certain period of time. Recently, the Department of Human Resources and Social Security of Shandong Province, together with six other departments including the Provincial Development and Reform Commission, innovatively launched the "Dream Creation Escort" entrepreneurship running mechanism. Shandong will provide entrepreneurs with full chain support from "start-up sprouts" to "flourishing branches and leaves" through five measures: creating accompanying running spaces, selecting accompanying running projects, forming accompanying running teams, providing accompanying running empowerment, and smoothing accompanying running channels. The relevant person in charge of the Shandong Provincial Department of Human Resources and Social Security stated that entrepreneurship accompanying running is not a "replacement running" or "carrying running", but a "side by side running" or "speeding up running". The establishment of a working mechanism for entrepreneurial support is an important practice for Shandong to innovate and explore new paths for entrepreneurial services. It is reported that Shandong will focus on the province's "top ten" industries, new quality productivity fields, as well as key groups such as college graduates, returnees to rural areas, and those facing employment difficulties. A group of entrepreneurial projects in the seed stage, start-up stage, with broad market prospects and significant employment effects will be extensively selected and included in the "Golden Seed" accompanying program. According to the principle of "one project, one file", establish exclusive accompanying files for each project, tailor accompanying plans, dynamically update information, and adjust service strategies in a timely manner.
