Accelerate the implementation of affordable housing in multiple regions to better achieve "housing for all"

2025-03-24

Improving the housing supply system of "market+guarantee" is a key link in building a new model of real estate. Recently, the Ministry of Housing and Urban Rural Development has once again deployed to increase the construction and supply of allocated affordable housing. Previously, the National Conference on Housing and Urban Rural Development proposed that by 2025, the supply of affordable housing should be increased based on demand, and the construction of allocated affordable housing should be intensified. Various regions will continue to make affordable housing an important part of their housing development plans, accelerate the implementation of policies, and strive to achieve "housing for all". It has become an important task for many cities to clarify the planning of affordable housing and promote the construction of affordable housing. According to data released by the Ministry of Housing and Urban Rural Development, a total of 1.72 million units of affordable housing, affordable rental housing, and public rental housing will be built nationwide in 2024. In 2025, the work of affordable housing will continue to advance, and many regions have announced the construction, fundraising, and supply targets of affordable housing, covering multiple types such as affordable housing and allocated affordable housing. Liaoning Province has introduced several measures to further enhance its housing security capabilities by increasing the purchase of existing commercial housing. The plan is to add 120000 units of affordable housing through the purchase of existing commercial housing between 2025 and 2027. This year, there will be an increase of 45000 units of affordable housing, including 10000 units of public rental housing and 35000 units of affordable rental housing. This plan accurately connects the supply and demand structure of the province, targets the housing gap of new citizens, young people and other groups, and effectively revitalizes idle real estate resources. Tianjin continues to improve the "guarantee+market" housing supply system. Since 2024, Tianjin has adhered to a dual approach in housing development, focusing on both the housing security system and real estate market regulation. In terms of the housing security system, Tianjin has strengthened the backup service function of public rental housing, fully launched the construction of allocation type affordable housing, steadily promoted the mass acquisition and conversion of existing housing, and raised about 7000 allocation type affordable housing units. At present, Tianjin has basically established a housing security system mainly consisting of public rental housing, guaranteed rental housing, and allocated affordable housing. Starting from January 2024, Qingdao City will clarify key tasks, clarify division of responsibilities, and improve the mechanism for promoting work related to affordable housing. The Implementation Plan for the Planning and Construction of Affordable Housing in Qingdao City clarifies the objects and standards of protection, deploys key tasks such as accelerating construction fundraising, and standardizing allocation management. Subsequently, policy documents were continuously issued to improve the supporting policy system for affordable housing in Qingdao. Lu Jierong, Deputy Director of Qingdao Housing Security Center, believes that affordable housing and the commodity housing market complement each other, which is conducive to building a new model of real estate development of "market+security". Housing is both a livelihood issue and an economic issue. Industry experts say that increasing the supply of affordable housing not only solves the urgent and difficult problems of the people, but also promotes the transformation of the real estate development model, enhances the momentum of economic and social development, and drives investment and consumption. In May 2024, the central bank established a new 300 billion yuan guarantee housing refinancing policy, which has become the most important source of funds for destocking and raising guarantee housing for commercial housing. The enthusiasm of financial institutions has also been stimulated, and various regions have issued special bonds to provide funding sources for the acquisition of existing commercial housing. Industry insiders believe that this will accelerate the destocking of existing commercial housing, increase the supply of affordable housing, and alleviate the financial pressure on real estate companies. The coordinated efforts of policy based financial instruments and market-oriented financing methods have accelerated the influx of financial vitality into the field of affordable housing construction. Recently, the Dalian Branch of the National Development Bank issued the first loan in Liaoning Province that complies with the policy of re lending for affordable housing to the selected acquirer in Dalian. The first loan of 171 million yuan was received to support the acquisition of 1126 sets of commercial housing, which will be used as high-quality and guaranteed rental housing for young talents. At the same time, Liaoning implements strict closed management for allocation type affordable housing, formulates unified allocation conditions and standards applicable in various regions, organizes acquisitions in accordance with market-oriented and rule of law principles, and does not adopt a "one size fits all" approach, but openly and fairly acquires at reasonable prices. In 2024, the Agricultural Bank of China Tianjin Branch provided financing support of 240 million yuan for the Tianjin Rental Housing Loan Support Program pilot (Jincheng Phase I) rental housing project. Since 2024, Agricultural Bank of China Tianjin Branch has provided credit support of nearly 3 billion yuan for the "whitelist" project of the urban real estate financing coordination mechanism. In recent years, Agricultural Bank of China has actively met the reasonable financing needs of real estate enterprises and supported the construction of affordable housing. This year, Agricultural Bank of China will continue to contribute financial strength to support the stable and healthy development of the real estate market, "said Gong Hao, Deputy General Manager of the Corporate Business Department of Agricultural Bank of China Tianjin Branch. Industry experts suggest that in the medium to long term, we should focus on building a multi-level, multi-party, and multi-channel real estate financing system, and handle the relationship between "people, land, housing, and money" from the source, achieving low-end security, mid-range support, and high-end market. To better meet the multi-level housing demand On the basis of the world's largest housing security system, China has further optimized and improved the supply system, increased the supply of affordable housing construction, improved the quality, better met the rigid housing needs of wage earners and the diversified and improved housing needs of urban and rural residents, and helped a number of new citizens, young people, migrant workers, etc. to achieve secure housing. Facing the housing needs of different groups of people, targeted efforts will be made in multiple regions to implement tailored policies for each city. Jie Yu, Deputy Director of the Department of Housing and Urban Rural Development of Liaoning Province, introduced that the existing commercial housing purchased in Liaoning Province is mainly used for five types of purposes, including physical public rental housing, affordable rental housing, allocation type affordable housing, elderly care service housing, and urban village renovation and resettlement housing. Chen Jin, Director of the Elderly Affairs Office of Liaoning Province, said that the purchase of existing commercial housing that meets or has been renovated to meet the corresponding facility standards by local governments in Liaoning Province can fill the gaps in elderly care service facilities and expand the facilities and venues for serving the elderly. This is conducive to building convenient elderly apartments and communities, and meeting the diverse elderly care needs of different elderly people. At present, the first batch of centralized construction projects in Qingdao is being promoted. Among them, the affordable housing projects of Jingkou Road in Licang District and Kaifeng Road in Shibei District adopt variable unit design, and the purchasing families can choose to increase the bedroom or living room area independently. All project properties are fully furnished and meet the green building star standard. Advanced technologies such as big data and artificial intelligence are utilized to achieve smart property management, facial recognition, and other functions, creating a convenient and safe smart community. The project plan includes neighborhood blocks, activity areas for the elderly and children, and other living service facilities to better meet diverse residential needs. Tianjin utilizes the construction of affordable rental housing to retain and attract talent. The person in charge of the relevant department of Tianjin Municipal Commission of Housing and Urban Rural Development stated: "In May and June 2024, relevant departments in Tianjin, in conjunction with the graduation season of universities, and the Tianjin Municipal Education Commission, carried out 37 activities to bring affordable housing to campuses. About 23000 graduates participated in the activities, and more than 1700 graduates rented housing, reducing the total rental cost of graduates by about 3.37 million yuan." In 2025, a number of existing housing conversion projects such as Longjinxin Garden in Hexi District and Yunchuanli in Nankai District of Tianjin will be launched for sale, providing more than 2900 housing units to better meet the rigid housing needs of the working class. Having a place to live is a fundamental component of people's aspirations for a better life. Various regions are actively exploring a multi-level housing security pattern, which can better meet the diverse housing needs of multiple levels and promote the high-quality development of the real estate industry.
