Exploring the establishment of an open collaborative communication system

The Third Plenum of the 20th Central Committee of the Communist Party of China made a strategic deployment to "build a more effective international communication system" and put forward the task of "accelerating the construction of a multi-channel and three-dimensional external communication pattern". In recent years, local media have adapted to local conditions, closely integrated local cultural history, natural scenery and other characteristic resources, and actively carried out international communication work. This article is based on research on local media in Beijing, Sichuan, Chongqing, Hainan, Hubei, and proposes feasible paths for local media to establish a "cooperative communication" system from three aspects: "school media cooperation", "domestic media cooperation", and "cross-border media cooperation". The lack of high-level talents in the integrated development of media and universities is a common dilemma faced by local media in international communication work. The severe shortage of personnel severely restricts content productivity. To solve this problem, it is necessary to vigorously promote cooperation between media and universities, and form a stable cooperation mechanism. Targeted training of international journalism talents. At present, many domestic universities have set up a "international news" direction to cultivate "news+foreign language" composite talents. Local media can cooperate with universities through setting up workshops, co building internship bases, and targeted joint training. Universities can hire senior editors and journalists as industry mentors, and the curriculum can also be linked to international media communication business. Students can deeply participate in frontline content production through internships, and their works can be published and promoted in the media. Students who perform well can also reach targeted employment intentions with the media. For the media, this model can not only overcome the dilemma of insufficient productivity, but also provide targeted training for the "reserve army" that meets their own needs. University think tanks provide intellectual support for the media. In recent years, many universities have established international communication think tanks and scientific research institutions, such as the New Era International Communication Research Institute jointly founded by Renmin University of China and China Central Radio and Television Station, the International Communication Big Data Intelligent Laboratory jointly founded by Renmin University of China and the China Foreign Language and Culture Administration, as well as the Israel Epstein International Communication Research Center of Tsinghua University and the National Image Communication Research Center of Tsinghua University. A team of domestic and international experts from university think tanks provides professional guidance to the media in areas such as global public opinion monitoring, user data collection, city international image shaping, and communication effectiveness evaluation. Fully utilize the resources of international students and foreign teachers. International students and foreign teachers studying in China are an indispensable group, as they are both audiences for international communication and potential content producers. The media can establish long-term stable communication mechanisms and cooperation platforms with universities. On the one hand, providing information services on learning, life, employment, and other aspects for international students and foreign teachers, organizing offline exchange activities, helping them integrate into the local social and cultural environment, and enhancing their sense of identity and belonging. On the other hand, encourage them to engage in innovative content production, participate in the production of local characteristic programs, special reports, micro videos, etc. from the perspectives of international students and foreign teachers, cultivate a group of "global promotion ambassadors", and use them to tell the story of local history and culture, modern style, development achievements, and future vision. Establish a multi-level cooperation alliance mechanism to form a local media cooperation alliance. Research has found that some local media lack communication in international communication business, making it difficult to achieve better resource sharing. Local media international communication cooperation alliances can be established in various regions to gather mainstream local media and district and county-level media, promote resource sharing, jointly plan and form synergy, and transform "individual combat" into "group combat". Especially, it is necessary to incorporate the district and county integrated media centers, as they have the best understanding of the historical and cultural resources in their respective jurisdictions and have local content production advantages. At present, Chongqing's "Western International Communication Center" is building a "1+3+41" type international communication matrix, with "41" being 41 district and county integrated media centers. The city has established international communication studios in each integrated media center to provide content support for municipal media. Establish a provincial media cooperation mechanism. At present, provinces and cities such as Sichuan, Chongqing, Hubei, and Hainan have obvious advantages and significant achievements in international communication. Provinces and cities that started relatively late may consider strengthening cooperation with advantageous provinces, jointly carrying out thematic planning, thematic reporting, joint interviews, data sharing, resource exchange, and other cooperation to showcase development achievements from multiple perspectives. Collaborate with central media to achieve resource connectivity. Central media is the "national team" and "main force" of China's international communication, with strong resource advantages and rich practical experience. Local media can collaborate with central media in the following four areas. One is to jointly establish local international communication centers. In May 2023, Wuhan Radio and Television Station teamed up with China Daily to establish the "Yangtze River International Communication Center", fully leveraging the advantages of both sides in resources, channels, talents, and international influence, and creating an international communication base based in Wuhan and radiating to the Yangtze River Basin in the central region. The second is to jointly create and operate platform accounts on social media platforms both domestically and internationally. In June 2020, Wuhan Changjiang Daily Newspaper Group collaborated with Xinhua News Agency to jointly establish the "Discover Wuhan" account matrix. As of August 2023, more than 2400 tweets have been released, with over 1.6 million Facebook followers and a total exposure of over 150 million, receiving likes and interactions. The third is to leverage the celebrity effects of "internet famous journalists" and "internet famous anchors" in central media to create diverse creative products such as videos, animations, and micro films, and promote local historical and cultural features overseas. On the occasion of the Chengdu Universiade in March 2023, Chengdu city invited Xinhua News Agency's popular journalist Wang Di'er to jointly create a creative video based on a time travel story, promoting the Sanxingdui culture overseas. The fourth is to hold offline historical and cultural salons, exhibitions, forums and other activities. Xi'an City and Xinhua News Agency regularly hold themed salons for international friends on the theme of "Day Study in Xi'an - Discovering the Beauty of a Different YOUNG Ancient City", becoming an "international cultural exchange and dialogue venue" and a "mobile city reception room" in Xi'an. Creating a cross-border media cooperation mechanism to tell the story of China well requires cross regional and cross-border communication, reference, and cooperation. Therefore, we urgently need to promote cooperation with overseas friendly media. One is to choose to cooperate with three types of friendly media. Local media can focus on the following three types of overseas friendly media for regular cooperation. Overseas Chinese language media. They are rooted in the local society, have a deep understanding of the national conditions, customs, and audience preferences of the host country, and are willing to spread excellent traditional Chinese culture, which can easily create a sense of closeness among overseas audiences. If Beijing Broadcasting and Television Station cooperates with the American Chinese Television Network located in New York to broadcast self-produced programs of Beijing Television Station during the purchased time slot on the network, a stable regional audience has been formed. Mainstream media in overseas friendly cities. Friendly cities are important resources for local media to expand their international communication business. Local media can leverage the communication network of friendly cities in the local area to achieve the "landing and entry" of content. In April 2023, on the occasion of the World Peony Congress held in Heze, Shandong, the friendly city of Columbus, Brazil, published a full page event in the Columbus Daily, promoting cultural exchange between the two cities. Global Southern media. In recent years, the "southern turn" of international communication has gradually become a trend in the development of international communication. The media of the 'Global South' has emerged in the global public opinion arena, and local media should strengthen their communication with the people of the 'Global South' countries. The second is to establish a cooperative concept and attach importance to the empathetic communication method of "starting from the other party". Cross national media cooperation should cross national and cultural boundaries, and promote communication and understanding among audiences through cooperation. The concept of cooperation should be "starting from the other party", understanding the other party's core concerns and interests, involving the other party in project design, and establishing an equal and mutually beneficial communication mechanism and benefit distribution model. In addition, attention should be paid to the common emotions of both parties to form "empathy communication". The essence of cross-border media cooperation is cross-cultural communication, breaking down cognitive barriers and evoking identification and understanding among countries of different races and faiths through emotional resonance. Only by connecting emotions and building a discourse dissemination method based on common emotions can it be understood and accepted by more overseas audiences. The third is to innovate cooperation models and flexibly allocate the roles of government and media. In the process of cooperating with overseas media, the media should choose a leading cooperation model based on the social and media system characteristics of the other country, flexibly allocate the power and roles of the government and media institutions, in order to achieve the best communication effect. Taking the joint construction of the "the Belt and Road" media cooperation as an example, the "Silk Road Economic Belt" is dominated by developing countries in Central Asia, whose governments play an important role in the media system, and the media cooperation should be led by the government. In today's rapidly developing information communication technology, increasingly close global connections, and fierce information competition, "cooperative communication" provides a new path to enhance international communication efficiency. Fully utilize the advantages of scientific research and teaching in universities, collaborate with local and provincial media, join hands with local and central media, collaborate with media from friendly cities and countries overseas, "Global South" media, and overseas Chinese media, build a three-dimensional and widely covered cooperative communication network, establish cross media, cross regional, and cross-border cooperation and exchange mechanisms, achieve resource sharing between domestic and foreign media, and shape a good local and national image.
