However, for a period of time, some motor vehicle inspection agencies have allowed some vehicles with excessive exhaust emissions to "drive on the road with diseases" by using cheating devices to eliminate fault codes of vehicles under inspection, modifying fuel supply systems of vehicles without authorization, tampering with computer records, and even replacing vehicles for inspection. Vehicle environmental inspection fraud has been a persistent problem in the field of environmental protection for many years. It not only affects the effectiveness of air pollution prevention and control, disrupts the fair competition order in the market, but also infringes on the environmental rights and interests of the general public. It urgently needs to be strengthened and rectified. In recent years, the qualifications of motor vehicle inspection agencies have been fully opened up, and the related business is "low-cost and fast cost recovery", resulting in an increasing number of inspection agencies. Some institutions intentionally release water in order to attract customers, ignoring relevant regulations. Driven by profit, some suppliers set up "backdoors" for inspection equipment and software, while some manufacturers produce and sell cheating devices, forming a gray interest chain from inspection equipment suppliers, software suppliers, cheating device manufacturers to motor vehicle inspection agencies. To control environmental inspection fraud, we need to improve the level of refined governance. On the one hand, the chain of environmental inspection fraud often involves multiple regions and requires cross regional and cross departmental law enforcement. On the other hand, with the continuous emergence of new cheating devices, the methods of fraud have become increasingly covert. Some cheating devices for exhaust gas detection only require simple operation of the remote control to adjust and replace excessive data at will. In addition, some inspection agencies lack a sound quality management system and personnel training system, resulting in uneven professional levels of inspection personnel, lax implementation of testing standards and specifications, and some even perfunctory and perfunctory, leading to "problematic vehicles" passing the buck. Further strengthening environmental testing and optimizing ecological environment governance should be focused on specific and subtle details, paying close attention to every small corner and link. Since September last year, the Ministry of Ecology and Environment and six other departments have organized a special campaign to rectify third-party institutions in the field of motor vehicle emission inspection. As of December, a total of 650 institutions have been taken disciplinary measures such as network disconnection, 580 have had their qualifications revoked, and 110 institutions with malicious nature have been held criminally responsible. To prevent environmental inspection fraud, it is necessary to continue to crack down heavily, further break the chain, and establish mechanisms. Break the chain with rigid law enforcement. Promote long-term effectiveness through industry standards.
