Recently, Shenzhen released three work plans for optimizing the market-oriented, rule of law, and international business environment by 2025, proposing to improve the worry free housing system and formulate a series of innovative measures such as "sandbox supervision" rules for more new technologies, industries, and business models. As one of the first pilot cities for business environment innovation in China, Shenzhen has been awarded the Best Reputation City for Business Environment in China for four consecutive years. This is also a microcosm of Guangdong's continuous optimization of the business environment and the cultivation of fertile soil for enterprise development. As the main body of economic development, the rooting and development of enterprises is the best footnote to the continuous optimization of the business environment. Last year, Guangdong Province saw a net increase of 980000 operating entities, surpassing 19 million households, with over 8.3 million enterprises, ranking first in the country in terms of total volume. Focusing on the concerns of business entities, Guangdong is promoting the reduction of institutional transaction costs. Currently, Guangdong has been awarded the Best Reputation Province in the "Ten Thousand Private Enterprises Business Environment Evaluation" by the All China Federation of Industry and Commerce for four consecutive years. Its comprehensive regional innovation capability has ranked first in the country for eight consecutive years, and its integrated government service capability at the provincial level has been leading the country for five consecutive years. The rule of law is the best business environment. Guangdong has successively introduced and implemented regulations in the field of business environment, such as the "Guangdong Province Optimizing Business Environment Regulations" and the "Guangdong Province Foreign Investment Rights and Interests Protection Regulations". It also provides legal support for the development of new formats and fields, and has taken the lead in promoting the "Guangdong Province Manufacturing Industry High Quality Development Promotion Regulations" and "ice breaking" regulations such as the Shenzhen Artificial Intelligence Industry Promotion, Cell and Gene Industry Promotion, and Intelligent Connected Vehicle Management. In terms of regulatory and law enforcement effectiveness, Guangdong has established a new regulatory mechanism based on credit, established a comprehensive evaluation system of "credit+big data", covering more than 7 million business entities within the province, and various regulatory departments carry out graded and classified supervision based on credit evaluation results. Implement departmental joint "double random, one open" supervision, and reduce the sampling ratio from 5% to 3%. Leading the way in the country to introduce guidance on promoting inclusive and prudent supervision, developing a list of exemptions from mandatory supervision, exploring the implementation of law enforcement "observation periods" and off-site supervision, and ensuring that business entities are not disturbed in any way.
