Guangzhou's aviation leasing business welcomes a 'good start'
2025-03-04
On March 1st, an Airbus A321-251NX aircraft arrived at Guangzhou Baiyun International Airport from Hamburg, Germany and taxied into a dedicated parking spot in the Baiyun Airport Comprehensive Bonded Zone. The customs officers at Guangzhou Baiyun Airport, under the jurisdiction of Guangzhou Customs, who were waiting on the apron, immediately conducted on-site supervision of the aircraft. In less than an hour, the aircraft completed customs clearance procedures and was then handed over to a domestic airline for use. This is the seventh aircraft introduced by SPV (Special Purpose Vehicle) through bonded financial leasing in the Nansha Pilot Free Trade Zone of Guangzhou since the beginning of this year. The enterprise declares at Nansha Customs, which is under Guangzhou Customs, and Nansha Customs entrusts Guangzhou Baiyun Airport Customs to complete on-site supervision. In the first two months of this year, Guangzhou Customs supervised a total of six flights of aviation leasing business, with a cargo value of 2.415 billion yuan, an increase of 50% and 80.5% respectively year-on-year, helping Guangzhou's aviation leasing business to achieve a "good start". Aviation finance leasing business refers to a leasing method with dual functions of financing and asset management, in which the lessor purchases the aircraft selected by the lessee (airline), leases the aircraft to the lessee, and uses it for a certain period of time for a fee. For airlines, purchasing aircraft directly is costly and it is difficult to raise a large amount of funds in the short term. However, obtaining the right to use aircraft through aircraft leasing at a lower cost is actually a better option for airlines to improve their carrying capacity and reduce the cost of holding aircraft. This has also become an important way for airlines to introduce new aircraft models and expand their fleet size in recent years, helping them quickly increase transportation capacity in the short term. Compared with the traditional model of purchasing aircraft through bank loans, each aircraft under bonded financing leasing can save an average of about 20 million yuan in various costs during the lease period. According to the lease agreement, it is also possible to declare and pay taxes to the customs in installments based on the rent, further reducing the financial pressure on the enterprise Introduction by Ling Youchao, Project Manager of the Aircraft Management Office of the Finance Department of China Southern Airlines Co., Ltd. In order to promote the high-quality development of Guangzhou's aviation leasing industry and better build an international aviation logistics hub, Guangzhou Customs has innovatively implemented the "Nansha Comprehensive Bonded Enterprise Registration, Local Customs Off site Supervision" method, leveraging the linkage advantages of Guangzhou's Nansha and Baiyun Airport Comprehensive Bonded Zones, expanding the scope of off-site entrusted supervision, establishing a "off-site entrusted supervision" linkage and cooperation mechanism with Jinan, Nanning, Chengdu, Shenzhen, Shanghai and other places, and deepening the innovation of the "bonded supervision+off-site entrusted supervision" system for financing leasing aircraft. Since the delivery of the first leased imported aircraft in the Nansha Pilot Free Trade Zone in September 2015, achieving a breakthrough of zero aircraft leasing imports in Guangzhou, the Nansha Pilot Free Trade Zone has introduced a total of 172 aircraft through bonded financing leasing, with a value of over 100 billion yuan, becoming the largest aircraft leasing hub in southern China. Aircraft delivered under the remote entrusted supervision mode can directly fly from foreign airports to domestic destination airports after declaring import in Nansha, without the need to stop in Guangzhou. This can help each aircraft save about one day of transportation time and about 500000 yuan in transit costs Lin Mingyuan, Deputy Director of the Development Department of Nansha Customs Free Trade Zone and Special Areas, introduced. With the gradual expansion of the aviation leasing market, the aviation leasing industry is showing a diversified development trend under the new situation. In this regard, Guangzhou Customs fully supports the acceleration and expansion of new forms of aviation leasing, continues to expand the scope of Nansha aviation leasing business, promotes the expansion of aviation leasing business from passenger planes to helicopters and aircraft engines in the region, enriches the industrial ecosystem, and helps to build a hub for aviation leasing in South China. In 2024, Guangzhou Customs has supervised a total of 18 bonded leased passenger planes, 1 helicopter, and 2 aircraft engines, involving a cargo value of approximately 8 billion yuan, a year-on-year increase of 21% in cargo value.
