According to the website of the Ministry of Public Security, since 2024, public security organs across the country have continued to promote the crackdown and rectification of drug-related illegal crimes, deepen the special governance of new drugs and fentanyl substances, solidly promote prevention education, drug prohibition and rehabilitation, and control of drug manufacturing materials, and promote new achievements in drug control work, further consolidating and expanding the overall positive trend of domestic drug situation. The public security organs have carried out the "Clearing the Source and Cutting off the Flow" operation in depth, comprehensively increasing the crackdown on drug law enforcement. From January 2024 to January 2025, a total of 38000 drug-related crimes were solved, 28.1 tons of various drugs were seized, and 7 major drug-related fugitives who were publicly wanted with rewards were successfully arrested. In response to prominent issues such as the abuse of narcotic drugs and new psychoactive substances in production and trafficking, public security organs, in conjunction with relevant departments, have taken comprehensive measures such as monitoring and early warning, legal regulation, administrative supervision, and law enforcement crackdown to carry out special governance and effectively control the spread. In 2024, 46 new psychoactive substances and 4 types of narcotic drugs were newly listed in China, and 11000 criminal cases involving narcotic drugs were solved. In response to the most prominent problem of youth abuse of etomidate in electronic cigarettes, a special crackdown action has been deployed to crack down on a number of manufacturing sites for etomidate. On this basis, the National Narcotics Control Office and the Ministry of Public Security, in conjunction with the National Tobacco Monopoly Administration, have issued the "Opinions on Further Strengthening the Crackdown and Rectification of Illegal Crimes Involving 'Head up Electronic Cigarettes'", focusing on rectifying the chaos of using electronic cigarettes to deal with drugs and prohibited substances, and curbing the widespread use of "head up electronic cigarettes". The public security organs insist on using chemical control as the source measure to curb the production of drugs both domestically and internationally, strengthen the verification of suspicious transactions of precursor chemicals, and investigate the sources of raw materials for drug production. In 2024, a total of 151 cases of drug production were solved, and 1427.4 tons of drug production materials were seized. Seven new types of precursor chemicals for drug production have been added to the list domestically, and 24 types of precursor chemicals for export control to specific countries (regions) have been added. At the same time, optimize and improve the full process supervision of precursor chemicals, establish product labeling and traceability supervision mechanisms, and promote closed-loop management of precursor chemicals throughout the entire process. At the same time, the public security organs pragmatically promote international cooperation in drug control, fully relying on platforms such as the United Nations, the International Criminal Police Organization, the Greater Mekong Subregion, the Shanghai Cooperation Organization's drug control cooperation mechanism, and the BRICS drug control working group, striving to solve international and regional drug problems. China has also consolidated and developed cooperation with key countries and regions, promoted the consolidation of bilateral dialogue mechanisms, carried out joint anti drug operations on the "Safe Shipping Route", and cooperated in apprehending major drug fugitives, achieving significant results. In order to further consolidate the achievements of drug control work, the public security organs have innovatively carried out drug prevention education, especially targeting the problem of drug abuse among young people. They have joined forces with the Central Propaganda Department and other departments to carry out theme propaganda and education activities, organized short video collection and broadcasting, held science popularization exhibitions on preventing drug abuse among young people, and jointly organized the "Five Ones" drug prevention special education for students starting school in autumn with the Ministry of Education.
